Utilities Field Inspector II - $22.97 (GH8)

JOB SUMMARY

Under the direction of the Engineering Division Manager or their designee, performs extensive field inspection and project coordination of new and existing water, wastewater, and reclaim projects directly and indirectly via the supervision of Inspector I positions. The Field Inspector II is responsible for verifying compliance with City specifications, and acting as a liaison between the City of Cocoa Utilities Department, other city departments, other utilities, contractors, and governmental agencies.

ESSENTIAL JOB FUNCTIONS

• Performs field inspection and project coordination of new and existing water, wastewater, and reclaim projects.
• Ability to work independently and schedule multiple projects at once.
• Ability to communicate effectively the City of Cocoa Utilities Technical Standards with contractors and developers.
• Ability to record daily inspection reports and results electronically in the field.
• Schedules and supervises Field Inspector I positions.
• Performs duties such as holding progress meetings, verifying contractor has all necessary paperwork, permits, and paid required fees to begin the work, performing inspections and recording inspection results
• Obtains and records information for record drawings.
• Coordinates activities directly with other utilities, contractors and governmental agencies.
• Keeps accurate daily inspection report logs and prepares correspondence when necessary.
• Acts as a liaison between the City of Cocoa Utilities and contractors, other governmental agencies, the public and other utilities.
• Obtains geospatial positioning data in the field of new and existing facilities through the use of hand-held GPS unit using ArcMap software.
• Essential Employees may be required to work during a declared or undeclared emergency.
• Performs other related job duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, Skills and Abilities:

• Knowledge of job site safety procedures, legal liability prevention and the interpretation and intent of construction plans.
• Knowledge of FDOT Design Standards
• Knowledge of engineering design in making field changes, adjustments and on-site change-in-work decisions.

• Knowledge of the terminology, methods, practices and techniques of utilities construction.
• Knowledge of material, soils and performance testing utilized in the public facility construction field and survey equipment.
• Knowledge of simple trigonometry, especially as applied to site layout, survey control staking calculations for pipe on grade.
• Skill in the use of a variety of computer programs, including Microsoft Office, and various other office equipment.
• Ability to interpret construction plans and CSI.
• Ability to effectively supervise and schedule other field employees utilizing written and oral instructions.
• Ability to make simple technical computations and interpret construction plans and specifications.
• Ability to understand and follow semi-complex oral and written instructions.
• Knowledge of Geographic Information Systems (GIS) and the use of GIS collection equipment such as typical Trimble Units

EDUCATION AND EXPERIENCE
QUALIFICATIONS

Education and Experience:

High school diploma or GED certificate with five (5) years of progressively responsible experience in the public utilities construction industry including three (3) years in an inspection capacity; or an equivalent combination of education, training and experience.

Special Qualifications:

For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. Additional education and or training in the fields of civil engineering, architecture, drafting and/or other related areas are desired. GIS familiarity preferred.

PHYSICAL DEMANDS

The work is generally light to medium and may require exerting up to 50 pounds of force rarely, and up to 20 pounds frequently to lift, carry, push, and pull or otherwise move objects. Additionally, the following physical abilities are required:

• Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
• Standing: Particularly for sustained periods of time.
• Stooping: Ability to bend body downward and forward by bending spine at the waist.
• Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
• Walking: Ability to walk long distances to perform tasks and to move from one job site to another.
