Accountant A (Planning & Development)

Position Summary

Responsible for performing advanced professional accounting and auditing duties under the general direction of the Planning and Development Division’s Finance Manager, as well as other related responsibilities as assigned.

Pay Grade: 53

Salary Commensurate with Experience and Education

Minimum Qualifications

• Five (5) years of experience in the use of accounting duties and financial tasks (preferably in governmental accounting); AND
• At least two (2) years in a supervisory capacity: AND
• Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, or business administration; OR
• Equivalent combination of education, training, and/or experience.
• Accounting or finance experience in a large or nonprofit organization is preferred.
• PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
  
  

Duties and Responsibilities

• Coordinates the department’s daily finance needs with the Division’s Finance Manager and recommends improvements in the accounting system, processes and internal controls as needed.
• Ability to learn the Permits system utilized by the Division, assist in development of reports that can be used for financial analyses and research purposes; identify causes of variances and possible corrective actions needed, etc. Ability to work independently and with limited supervision.
• Performs, oversees and reviews general and specialized accounting functions such as revenue reports, accounts payable, grants, etc.
• Monitors operations budgets for budgetary compliance, analyzes trends, projections and variances, and recommends corrective actions.
• Prepare requisitions, check requests, employee and customer refunds, and vendor contracts.
• Supervises and directs the work of other personnel engaged in professional and nonprofessional accounting work.
• Works with other office staff in the Division dealing with financial accounts, as required.
• Maintains accounting records involving technical data.
• Prepares various financial analysis, and management reports on an as-needed basis.
• Performs other related duties as assigned or directed.

• Strong technical and analytical skills; ability to work independently and with limited supervision.
• Ability to analyze financial information, provide an assessment or interpretation of the information and recommend actions based on the analysis.
• Ability to use Microsoft Excel and Word and ability to learn the County’s computerized financial systems.
• Strong attention to detail and accuracy of oral and written communications, data entry, report preparation, budgeting, bookkeeping, filing etc.
• Ability to supervise and coordinate support personnel.
• Knowledge of budget and monitoring of line items.
• Ability to organize and monitor multiple projects providing periodic assessments as needed or requested.
• Knowledge of the rules, regulations and contract requirements governing the department financial record-keeping operations and skills in applying them
• Knowledge of generally accepted accounting principles and the ability to research and apply them.
• Ability to deal tactfully with the public, coworkers and the ability to effectively work with the Shelby County Finance Department.
