IT Infrastructure & Operations Manager

Salary: $115,008 - 154,656 per year Requirements:

• We require a bachelors degree or higher in computer science or public administration.
• We require at least seven years of progressively responsible full-time experience in an infrastructure role or a similar position.
• We require at least five years of experience managing a team of technology professionals, either directly or on a project basis, within a tiered service management support model.
• We look for progressively developed ability to manage technical staff, build tactical and strategic technology roadmaps, and create vendor statements of work.
• We expect demonstrated experience developing, drafting, implementing, and enforcing technology policies and standard operating procedures for cloud, network, storage, and device management.
• We require experience in vendor performance management and in establishing IT service standards and service level agreements.
• We need experience managing IT infrastructure projects using methods such as Waterfall and Agile.
• We require familiarity with IT security standards, including updates, patches, and related controls.
• We require experience developing infrastructure management standards for server operations, cloud hosting, and network administration.
• We require the ability to execute workstation hardware and software builds, device refreshes, maintenance, asset management, and disposal.
• Preferred qualifications include working knowledge of Washington state budget development, bill analysis, and fiscal note analysis processes.
• Preferred qualifications also include progressive experience in technology contract management.

• We triage incoming project and work requests and work to resolve them in a courteous, timely, and effective manner.
• We collaborate with customers and colleagues to define performance goals and service level expectations.
• We establish, document, maintain, and enforce service level agreements and life cycle management standards.
• We define operational procedures that support the agencys technology needs and strategic direction.
• We conduct cost, benefit, and risk analyses for proposed projects, changes, acquisitions, policies, and legislation.
• We develop, update, monitor, communicate, and enforce agency policies and procedures related to security, data management, application management, and IT investment.
• We allocate IT resources, manage priorities, and coordinate efforts to deliver services and project outcomes on time.
• We apply enterprise architecture principles and industry standards to develop technology solutions.
• We prepare budget proposals and operational expenditure statements and research solution options to support fiscal requests.
• We direct the design, build, maintenance, and evaluation of managed systems.
• We partner with the Database Administrator to ensure data is handled securely and in line with state, agency, and NIST requirements.
• We ensure end-user, stakeholder, functional, and technical requirements guide builds and configurations.
• We provide direct supervision, coaching, mentoring, and performance management for infrastructure and device management staff.
• We set short-term objectives and long-term technical roadmaps while building staff capability through training and cross-training.
• We foster continuous process improvement and use problem-solving methods to improve operations.
• We act as the customer representative for assigned services, maintain ticket status accuracy, and route feedback to the appropriate team members.
• We serve as the escalation point for technical issues and maintain strong relationships with customers, vendors, and stakeholders.
• We monitor industry and state trends related to infrastructure, data systems, operational administration, support tools, services, protocols, and standards.
• We coordinate with contracts, procurement, customers, and colleagues to acquire and maintain technologies.
• We ensure functional and non-functional requirements are documented and approved before procurement.
