Job Overview The United States Senate Sergeant at Arms is seeking a Network Engineering Manager in the Network Engineering and Management branch. The role leads a team of principal network engineers, overseeing device configuration, maintenance, upgrades, network performance monitoring and troubleshooting issues. The manager implements strategic initiatives to improve network performance, security and scalability, maintains vendor relationships, manages budget allocations and adopts innovative technologies and industry standards to sustain a leading‑edge network environment. Key Accountabilities / Essential Job Duties Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across specialized IT domains. Leads diverse IT teams, fostering professional growth, collaboration and excellence in areas such as UX, product development, software development, business partners, quality assurance, COTS development and vendor management. Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development. Builds and maintains strong relationships with business partners, customers and vendors, ensuring IT strategies and projects align with stakeholder needs and expectations. Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process optimization and delivery of high-quality IT services and products. Manages budgeting, financial forecasting and resource allocation to ensure projects are delivered within budget and support the financial objectives of the organization. Other duties as assigned. Job Specifications Required Education High School Diploma or GED. Desired Qualifications BS degree in computer science, electrical engineering, telecommunications or a related field. Strong knowledge of networking technologies (TCP/IP, DNS, DHCP, SNMP, etc.). Experience with Cisco DWDM Optical platform. Experience with Cisco data networking technologies and products. Good command of Cisco CLI. Strong understanding of Quality of Service (QoS) implementation in a Cisco‑centric enterprise network. Experience managing Cisco firewalls, VPNs and network security tools. Strong knowledge of Cisco Unified Communications architecture and components such as Cisco CUCM, IM&P, Expressways, Session Border Controllers, and other UC applications. Strong knowledge of voice signaling, media protocols and troubleshooting. Cisco CCNP level knowledge or higher. Solid understanding of routing protocols, including EIGRP, BGP and OSPF. Experience with enterprise networking equipment and tools (e.g., F5, Infoblox, NetScout, Oracle). Experience with cloud networking (AWS, Azure or Google Cloud). Knowledge of network automation tools and scripting (Python, Ansible). Experience in a large or complex network environment. Strong troubleshooting and problem‑solving skills. Excellent communication and leadership abilities. Required Work Experience At least eight years of experience in systems support, development or applications development, with at least four years of experience in a leadership role within an IT environment, demonstrating proficiency in managing, supervising and developing professional and technical teams. Required Special Skills / Knowledge Strong leadership skills to guide and develop diverse IT teams, fostering a culture of innovation and continuous improvement. Excellent communication skills for effective collaboration across teams and stakeholders. Fundamental understanding of project management principles to oversee IT projects from conception to completion. A solid technical foundation in IT principles, with the ability to oversee a variety of IT functions and adapt to new technologies. Ability to contribute to and execute strategic IT plans that support the organization’s goals and adapt to changing business needs. Commitment to staying informed about latest IT trends and best practices, with willingness to pursue relevant professional development opportunities. Working Conditions Sedentary work. Required onsite presence during Senate sessions, including availability during government lapses in appropriations, inclement weather, holidays, weekends and late nights; position may require extended hours and on‑call status. Maintenance windows occur at night, weekends and sometimes on holidays; system upgrades, wiring, backups etc. may involve work outside normal business hours. Security Clearance Position requires a Secret U.S. Government security clearance. Applicant must be a U.S. citizen for clearance submission.
