For more information, visit The Partnerships and IDA Mobilization Vice-Presidency (PIMVP) manages the policies and resources underpinning the institution's financing architecture, including IDA, IBRD, Trust Funds, and Financial Intermediary Funds (FIFs). It provides a holistic approach to development financing, financial policy, and strategic engagement with funding partners. The External Funds and Partnerships (EFPAR) leads the Bank's engagement in Trust Funds, Financial Intermediary Funds (FIFs), co-financing, and partner relations. The department administers a portfolio of nearly US$70 billion in Trust Funds and FIFs, sets the policy and procedural framework governing these instruments, and plays a critical intermediation role between the Bank's operational units and its funding partners. EFPAR comprises three business lines: FIFs, Digital, and Analytics; Trust Funds and Partner Relations; and Co-Financing. Trust Funds and Partner Relations are organized around four functional clusters: (1) Trust Fund Policy, Client Services and Strategic Fundraising; (2) Knowledge Management and Learning; (3) Risks and Audits; and (4) Management of Single-Donor Trust Funds. Together, these clusters deliver end-to-end support for the Bank's trust fund portfolio, from policy and compliance to operational management, risk oversight, and institutional learning. Role and Responsibilities
The Program Analyst will work under the supervision of the Trust Funds and Partner Relations Unit Manager. The incumbent will also provide support to the EFPAR Director's Office and to one functional cluster within the unit (to be determined based on business needs). Across these areas of engagement, the Program Analyst's responsibilities will include: • Supporting the Director's Office in the preparation of management briefings, presentations, talking points, reports, strategic communications, and other materials for management and stakeholders, as needed.
• Supporting the Director's Office in consolidating departmental feedback for corporate review process as needed. • Any other support to the Director's Office to coordinate across the department, as needed. • Conducting research, policy analysis, portfolio reviews, and data analytics to support evidence-based decision-making and the department's strategic priorities.
• Providing analytical and operational support to corporate initiatives related to trust fund policy, partnerships, portfolio management, risk oversight, knowledge management, and trust fund administration.
• Serving as a dedicated resource within an assigned cluster, supporting the planning, delivery, and continuous improvement of the cluster's work program (to be determined based on business needs). • Contributing to business process improvements, and modernization initiatives related to trust funds, partnerships, and other development finance instruments.
• Synthesizing complex information into policy notes, operational guidance, donor communications, management updates, and other knowledge products.
Selection Criteria • Master's degree in development economics, public policy, finance, business, management, accounting, or a related field. A minimum of two years of relevant professional experience. • Excellent written and verbal communication and presentation skills, with the ability to draft clear and concise outputs, including power point presentations for a variety of audiences, including senior management and external partners. • Knowledge of tools and platforms for data analysis, visualization, and knowledge management. • Trust Fund accreditation is required or must be obtained within a reasonable period following appointment. • Familiarity with the World Bank's trust fund policies, procedures, and practices, including knowledge of ongoing trust fund modernization and how these add value to the Bank's operations and knowledge work.
• Experience working in Bank operations and/or knowledge would be an asset.
• Good understanding of the operational and financial structure of trust funds and FIFs, including the Bank's key financing instruments (IDA, IBRD, Trust Funds, and FIFs) and how they complement one another. • Understanding the Bank's controls environment and risk management practices is an asset. • High level of initiative, self-confidence and a self-starter attitude; ability to anticipate and respond promptly to competing demands. • Demonstrated ability to work within and across teams. • High level of organization to handle multiple tasks with different teams, and ability to work under pressure and tight deadlines. **This internal requisition is open to WBG and IMF staff only (including short-term and extended term consultants/ temporaries).
