Summary This position serves as an Inventory Management Specialist (EX) in the Commodity Management Division of the Logistics Service. Responsible for the inventory management of all expendable supplies and and durable medical equipment (DME) in the assigned areas. Responsibilities Duties includes but not limited to: Researches and develops solutions to complex problems. Conducts wall-to-wall and periodic inventories. Disposes of surplus or excess property. Conducts data analysis for acquisition planning. Identifies and rectifies inventory management issues. Ensures accuracy of all personal property records and property documents. Conducts short, mid and long-term advanced planning for expendable items. Conducts data/information analysis for acquisition planning associated with durable medical equipment. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Advises and informs stakeholders concerning the management, control and accountability of expendable items in use. Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for the GS-09 you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Driver's License Requirement: You must posses a current state issued Drivers License, (Please do not submit a copy of your license with your application package. For GS-7 grade level:GS-7 Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to: Plans and reviews all inventory processes, functions, and related systems. Conducts wall-to-wall and periodic inventories. Maintains perpetual inventory accounts for expendable items. Analyzes data that impacts procurement decisions. Maintains inventory control records in an automated system. Compiles and analyzes performance measures and implements process improvements. Utilizes automated inventory management system to maintain current inventory data. Conducts effectiveness/efficiency reviews. OR, Education: Applicants may substitute education for the experience required for the GS-7 level. To substitute education for specialized experience, applicant must have one (1) full year of progressively higher level graduate education(Bachelor degree) (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.) or achieved superior academic achievement. OR, Combination Education/Experience: Combination of 18 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience would equal 100% of the required experience for the position. For GS-9 grade level:GS-9 Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: Identifies and rectifies inventory management issues. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Administers an expendable inventory management program. Researches and develops solutions to complex and routine problems. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. OR, Education: Applicants may substitute education for the experience required for the GS-9 level. To substitute education for specialized experience, applicant must have a Master's or equivalent graduate degree, OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR, Combination Education/Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 18 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
