U.S. Marshals Service – Arlington, VA The selectee of this position serves as a Contract Specialist. You will be responsible for developing and evaluating contracts associated with the procurement of goods and services to mainly support United States Marshals Service Headquarters Division offices.
MINIMUM QUALIFICATIONS
To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Requirements, and possess the Specialized Experience for the respective grade level to which you are applying. Basic Requirements Must have successfully completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification. Must have an exception to this requirement based on the following: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (You must submit a copy of your SF‑50(s) to verify). Specialized Experience Applicants must also possess the following Specialized Experience to be considered minimally qualified: At least one year (12‑months) of full‑time specialized experience at or equivalent to the GS‑12 grade level in the Federal Service performing duties which include the following: Awarding, administering, and terminating a variety of service and maintenance contracts, and specialized procurements; Leading contract negotiations to find mutually acceptable terms, and resolve differences; Conducting conferences with contractors to interpret terms and conditions and resolve problems; Preparing contracting documents to carry out pre‑award and post‑award procurement actions. (NOTE: Your resume must CLEARLY demonstrate this experience). Applicants may not qualify for this position based on education in lieu of specialized experience at the GS‑13 grade level.
