Program Director II, TRIO, EOPS/CARE, CalWORKs &NextUp Closing Date: 09/08/2026 Definition The Division of Student Services is seeking a student-centered, equity-active leader to fill the position of Program Director II,TRIO, EOPS/CARE, CalWORKs and NextUp. West Valley College is part of the West Valley-Mission CommunityCollege District. Designated as a Hispanic Serving Institution,West Valley College enrolls approximately 15,000 students annuallyand is minutes away from the heart of the Silicon Valley in abeautiful park-like setting on 143 wooded acres. The studentpopulation represents diverse communities from the cities ofSaratoga, Campbell, and Los Gatos. The purpose of this position is to plan, organize, implement, anddirect the activities of TRIO, Extended Opportunity Program &Services (EOPS), Cooperative Agencies Resources for Education(CARE), California Work Opportunities and Responsibility to Kids(CalWORKs), and NextUP programs within the student servicesdivision ensuring the programs meet Federal and CaliforniaEducation Code and Title 5 regulations in recruiting, supporting,and retaining underrepresented students and supporting theCollege's mission toward student success; to serve as the Directorof categorical student programs; to coordinate activities andcollaborate with other divisions or departments; and to providehighly responsible and technical support to the teams in which thisposition supports. This position reports directly to the Dean ofAcademic Counseling and Student Success. Assignment This is an academic administrator position with an anticipatedstart date of November 2026. This is an exempt, management positionand is not subject to overtime. Salary and Benefits Anticipated Hiring Range: $188,512 - $200,768 annually(Administrative Salary Schedule, Range 21, Steps A-C). Annual salary step increases to maximum of salary range,$235,013 (Administrative Salary Schedule, Range 21, Step H) Additional compensation: $2,000 for doctorate added to basesalary annually, to be prorated on a monthly basis. Employer-contributed medical, dental and vision for employee,spouse and/or dependents. Employer-paid long term disability for employee. Employer-provided life insurance. 14 paid holidays, plus 1 floating holiday annually; paidnon-workdays between Christmas and New Year. 22 days vacation leave accrued annually (25 days after 5years). 12 days sick leave accrued annually. Minimum Qualifications Possession of a master's degree; AND One yearof formal training, internship, or leadership experience reasonablyrelated to the administrators administrative assignment; OR Possess a Community College Supervisor's Credential; AND Two years of experience, within the last four years, with oneof the following: In the management or administration of educational programs,community organizations, government programs, or private industryin which the applicant dealt predominantly with ethnic minoritiesor persons handicapped by language, social or economicdisadvantages; OR As a community college EOPS counselor or EOPS instructor, orhave comparable experience in working with disadvantagedclientele. AND Completion of a minimum of six units of college-level coursework predominantly relating to ethnic minorities or personshandicapped by educational, language, or social disadvantages. AND Understanding of, and sensitivity to the diverse academic,socio-economic, ethnic, religious and cultural backgrounds,disability, and sexual orientation of community college students,faculty and staff. Desired Qualification Experience in redesigning existing systems to createstudent-centered processes that lead to the highest success ratesin the nation in transfer and in degree and certificate completionusing the metrics of the Aspen Institute College ExcellenceProgram. Demonstrated ability to act with fiscal prudence andaccountability. Ability to design, develop, and implement programs and servicesfor students that increase completion and reduce disproportionateimpact. Competence in coordinating the writing, implementation, andreporting of grant applications. Experience working collaboratively with campus communitystakeholders in a participatory governance environment to refocusthe Education Master Plan, Guided Pathways framework, Caring Campusmodel, and Institutional Equity Plan. A well-informed leadership philosophy as well as demonstratedlistening skills, and experience as a successful leader who candeliver on desired outcomes. Demonstrated expertise in stewarding public funds, includingfundraising and cultivating donor relations Knowledge and Abilities Knowledge of: Principles and practices of educational programmanagement. Liaison and work effectively with representatives from outsideagencies, other community college districts, and/or legislativebodies. Prepare and deliver studies, assessments, articles, outreachpresentations, and/or technical training as necessary. Use sound judgment in recognizing scope of authority. Examples of Duties and Responsibilities Duties may include, but are not limited to, the following: Administer, develop, organize, coordinate, implement andsupervise the operations and activities of an assignedprogram. Evaluate operations and activities of assigned program;implement improvements and modifications; collect and compile dataand prepare various reports on operations and activities. Lead and manage budget preparation and administration; preparecost estimates for budget recommendations; monitor and controlexpenditures; assure compliance with expenditure guidelines. Consult with faculty and administrators to assist in improveddelivery of program services to students. Contact, coordinate and liaison with outside agencies andorganizations related to the program. Represent the department at outside events and activitiesrelated to the program; serve on district and community boards andcommittees as needed. Plan, develop and oversee the work of technical and clericalstaff involved in program support. Participate in the selection of staff; coordinate stafftraining; conduct performance evaluations; recommend discipline;implement discipline procedures as directed. Recruit, hire, orient, contract, and schedule contractemployees and/or instructors. Locate funding sources and author grant applications; managegrant reporting requirements and projects funded throughgrants. Conduct needs assessments of target populations; developprogram curriculum, workshops and training as appropriate. Develop and implement program marketing strategies; design andproduce marketing materials. When assigned to Health Workforce Initiative, function asDeputy Sector Navigator (DSN) for bay area region. Build and maintain positive working relationships withco-workers, other district employees, and the public usingprinciples of good customer service. Foster an environment that embraces diversity, integrity, trustand respect. Be an integral team player, which involves flexibility,cooperation and communication. Perform related duties as assigned.
