The Manager of Compliance is responsible for leading and managing compliance, quality control, fraud prevention, and program integrity activities for affordable housing programs administered by Quadel. This position ensures adherence to U.S. Department of Housing and Urban Development (HUD) regulations, client Administrative Plans, contractual obligations, and internal policies and procedures. The Manager oversees compliance reviews, audits, investigations, staff training, performance monitoring, and corrective action initiatives while promoting operational excellence and minimizing organizational risk. This role serves as a subject matter expert on regulatory compliance and supports the organization's commitment to program integrity, accountability, and high-quality service delivery.
Duties and Responsibilities
- Manage and oversee compliance, quality control, and fraud prevention activities across assigned programs.
- Lead investigations involving allegations of fraud, waste, abuse, lease violations, or program noncompliance involving applicants, participants, landlords, vendors, or staff.
- Develop and implement compliance monitoring processes to ensure adherence to HUD regulations, client Administrative Plans, contractual requirements, and organizational policies.
- Direct quality control reviews and audits of participant files, eligibility determinations, income calculations, rent calculations, and program documentation.
- Analyze Enterprise Income Verification (EIV) data, HUD systems, and other data sources to identify discrepancies, program violations, and compliance risks.
- Ensure timely reporting, documentation, and resolution of compliance findings and audit recommendations.
- Develop corrective action plans and monitor implementation to ensure sustainable compliance improvements.
- Prepare audit reports, compliance summaries, management reports, and executive-level recommendations.
- Oversee repayment agreements, monitor payment compliance, and coordinate actions involving participant defaults and terminations.
- Monitor program performance trends and identify opportunities for process improvement and risk reduction.
- Serve as a compliance resource and advisor to management, staff, and clients.
- Develop and maintain compliance policies, procedures, forms, and internal controls.
- Coordinate and deliver compliance-related training programs for staff and management.
- Assist with internal and external audits, HUD reviews, SEMAP preparation, and client monitoring activities.
- Collaborate with legal counsel, client leadership, and operational teams to resolve complex compliance matters.
- Maintain confidentiality and ensure due process throughout all investigative and compliance activities.
- Support organizational initiatives related to quality assurance, risk management, and continuous improvement.
- Perform other duties as assigned.
Supervisory Responsibilities
- Supervise Compliance Specialists, Quality Control staff, Fraud Investigators, and other assigned personnel.
- Interview, hire, train, coach, and develop staff.
- Assign work, establish priorities, and monitor productivity and quality standards.
- Conduct performance evaluations and provide ongoing coaching and feedback.
- Address employee performance issues and administer corrective actions when necessary.
- Ensure staff receive appropriate training and maintain required certifications.
- Foster a culture of accountability, professionalism, integrity, and continuous improvement.
- Facilitate team meetings and communicate regulatory updates, compliance expectations, and organizational priorities.
Qualifications
- Bachelor's degree in Public Administration, Business Administration, Criminal Justice, Social Sciences, Housing Management, or a related field; equivalent experience may be considered.
- Minimum of five years of progressively responsible experience in affordable housing, housing authority operations, compliance, quality control, audits, investigations, or HUD-regulated programs.
- Minimum of two years of supervisory or management experience preferred.
- Strong knowledge of HUD regulations, including the Housing Choice Voucher (HCV) program.
- Experience conducting compliance reviews, audits, investigations, and risk assessments.
- Demonstrated ability to interpret federal regulations and translate requirements into operational practices.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Experience preparing reports, findings, corrective action plans, and executive summaries.
- Ability to exercise independent judgment and maintain confidentiality.
- Ability to obtain and maintain industry certifications as required.
- Proficiency with Microsoft Office Suite and housing management software systems.
- Professional working proficiency in Spanish and/or Creole is a plus.

- Continually required to use visual acuity to operate equipment, read documentation, and work on a computer.
- Occasionally required to lift, carry, or move items up to 25 pounds.
