Salary: $53,813.55 - $67,266.94 Annually Location: Various Locations within the City of El Paso, TX Job Type: Civil Service Job Number: 12230-0726 Department: El Paso Water Utilities Opening Date: 07/02/2026 Closing Date: 7/7/2026 11:59 PM Mountain FLSA: Exempt Max Number of Applicants: 50 Job Summary Under direction, participate in providing professional accounting, administrative, and advisory services for an assigned program or phase of fiscal support operations. Responsibilities Perform journey-level accounting and basic financial analysis duties as required to ensure accurate recording, updating, and reporting for designated types of transactions. Assist in the preparation of the Comprehensive Annual Financial Report (CAFR); balance and reconcile general ledger statements; prepare general journal entries (revenues, expenditures, depreciation) to generate fiscal month and year‑to‑date balance sheets, changes in fund balance, and cash flow financial statements. Analyze and prepare financial statements related to individual funds; perform research and report generation to assist external auditors; track and report expenditure of federal grant funds and monitor sub‑recipient agencies. Maintain and analyze assigned aspects of the financial and accounting database and financial management system; enter, retrieve, and review accounting data from the centralized financial management system and source documents; generate financial reports; analyze expenditure trends; assist in preparing the annual operating or capital improvement budget. Assist the supervisor with daily cash management functions; analyze cash activity, review account transaction exceptions, identify cash needs; process wire transfers; prepare daily cash position statements; reconcile bank accounts, mutual funds, and investment portfolios; create and post journal entries; investigate investment‑related problems. Perform related duties as required, including acting as supervisor or lead for support employees, substituting for supervisor or coworkers when necessary, advising the supervisor of deviations from expected results, calculating and initiating payments for municipal bonds, authorizing computer access to bank records, and facilitating petty cash advances and reimbursements. Qualifications MOS Codes: 89A (Army), 441 (Coast Guard), 1005 (Navy), 0111 (Marine Corps) Education: Bachelor's Degree or higher in Accounting, Finance, Business, Public Administration, or a related field with a concentration of 18 credit hours in accounting. Experience: One (1) year of professional accounting experience. Licenses and Certificates: None.
