The Analyst plans, coordinates, and implements operational programs related to Emergency Management and Agency-wide strategic initiatives. The position performs research, program coordination, grant administration, budget analysis, disaster recovery coordination, compliance management, and operational support functions in support of Agency operations and regional emergency management initiatives. Responsibilities include grant research, application development, grant writing, grant management, procurement coordination, compliance tracking, intergovernmental coordination, FEMA reimbursement documentation, financial reporting, and quarterly/final grant reporting requirements. While organizationally assigned to Emergency Management, this position serves as the primary coordinator and administrator for all Eastside Fire & Rescue grant programs and related reimbursement activities across all departments and divisions of the Agency. This includes coordination with operational divisions, administration, finance, training, logistics, fleet, EMS, community risk reduction, and regional partners regarding grant opportunities, compliance requirements, project implementation, and reporting obligations. The position may also support Emergency Operations Center (EOC) activations, Incident Command System (ICS) assignments, continuity planning, disaster recovery operations, and regional emergency response coordination during emergencies and planned events. Essential Job Functions General: Assists with interdepartmental and intergovernmental programs; provides technical, administrative, and operational assistance to emergency management initiatives. Responsible for disaster cost recovery activities, including tracking, documenting, and compiling Agency incident expenditures consistent with FEMA Public Assistance requirements, State and Federal procurement regulations, and reimbursement standards. Serves as the primary administrator for all Agency grant programs, including grant research, application development, grant writing, interdepartmental coordination, compliance monitoring, procurement coordination, project implementation tracking, reimbursement documentation, audit preparation, budget tracking, and quarterly/final reporting requirements. Coordinates with all Agency divisions regarding grant opportunities, capital projects, equipment acquisitions, program funding, and compliance requirements to support Agency strategic goals and operational priorities. Maintains cooperative working relationships with partner agencies and serves as liaison between organizations and agencies to coordinate regional issues and emergency management programs. Supports the relationship between EF&R and the constituent population by demonstrating courteous, cooperative, and professional behavior when interacting with employees, visitors, agencies, and the public. Maintains confidentiality of work-related issues, records, Agency information, and partner agency information; performs related duties as assigned. Position is expected to become familiar with the core concepts of emergency management, including ICS and NIMS, and may support Incident Command Structures, Emergency Operations Center (EOC) activations, and partner agency emergency incidents or planned events. Other duties as assigned. Knowledge, Skills, and Abilities: Knowledge of organizational operations, planning, research, design, and analysis. Knowledge of principles and techniques for project management, organizational development, grant application processes, and grant management. Knowledge of principles and practices of budgeting, cost accounting, procurement requirements, grant administration, records management, and contract management. Knowledge of applicable State and Federal statutes, rules, codes, and regulations related to Emergency Management, disaster response, and public sector grant compliance. Knowledge of principles and practices for public damage assessment, cost tracking, FEMA reimbursement documentation, and disaster cost recovery processes. Knowledge of State and Federal grant administration requirements, procurement standards, reimbursement processes, and audit compliance procedures. Knowledge of FEMA Public Assistance, Homeland Security grants, AFG/SAFER grants, State emergency management grants, and public-sector reimbursement processes. Knowledge of EF&R operations, local geography, and regional resources as they relate to emergency management planning and operations. Maintains current knowledge of emergency management requirements, standards, grant regulations, and emerging best practices. Use initiative and independent judgment within established procedural guidelines. Analyze complex administrative and operational data and issues, interpret laws and regulations, evaluate alternatives, and develop operational improvements based on findings. Analyze problems, identify solutions, and recommend techniques for resolution. Prepare complete, concise, comprehensive, and accurate reports, correspondence, and documentation related to Emergency Management programs and grant administration. Assess and prioritize multiple tasks, projects, grant deadlines, reimbursement requests, and operational demands. Operate a computer utilizing standard and specialized software. Interpret and apply Agency policies, procedures, and applicable laws and regulations. Exceptional customer service skills and professionalism with internal and external customers. Express ideas and communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with supervisors, employees, partner agencies, governmental organizations, vendors, contractors, and the public. Ability to independently manage multiple grant programs and cross-departmental projects simultaneously. Work cooperatively with the public and emergency response agencies. Education and Experience: Bachelor's Degree in Business, Public Administration, Emergency Management, Public Safety, Finance, or a related field; AND two (2) years of experience in emergency management, grant administration, government operations, public-sector budgeting, project coordination, or related experience; OR an equivalent combination of education, training, and experience sufficient to successfully perform the duties and responsibilities of the position. Experience managing State or Federal grants, public-sector reimbursement programs, or Agency-wide projects is highly desirable. Required to obtain and maintain a valid Washington State driver's license and a driving record consistent with Agency policy. Ideal Candidates Will Also Have: Experience working in an Emergency Operations Center (EOC) or Incident Management Team (IMT). Experience administering State or Federal grants. Experience with FEMA Public Assistance reimbursement processes. FEMA ICS/NIMS certifications or emergency management coursework. Experience coordinating multi-agency or regional emergency management projects. Physical Requirements: Read a computer screen and various reports, letters, documents, and training materials. Drive personal and Agency vehicles. Frequently communicate, express oneself, convey, converse, and exchange information with others. Remain in a stationary position for extended periods. Frequent movement is necessary in office settings, meetings, conferences, and field environments. Frequently ascend/descend stairs; occasionally position self to reach high/low workspaces; occasionally kneel; seldom stoop, crouch, or crawl. Move, transport, and/or position materials up to 25 pounds. Constantly operate a computer and other office productivity equipment (e.g., calculator, copy machine, printer, etc.). Successfully pass the Agency's pre-hire background investigation, psychological evaluation and drug screening. Working Conditions: Normally works a 40-hour work week. The normal work week is defined in a separate Collective Bargaining Agreement. Work schedules may be adjusted to meet Agency operational needs. Work may require evening, weekend, holiday, emergency response, or extended duty assignments. Work is performed in office settings, field environments, meetings, conferences, Emergency Operations Centers, and incident locations. Standard office equipment is utilized. Emergency/Alternate Work Schedule: To ensure continuity of operations and workforce readiness during emergencies, disasters, severe weather events, or other emergency situations, employees may be required to work alternate schedules, extended shifts, or assigned emergency response duties.
