SUPERVISORY IT SPECIALIST (PLCYPLN)

Duties

Manages IT activities for DODIN-A(NG) & Mission Support Systems, ensuring effective design, deployment, security, & life-cycle management of infrastructure, networks, & software/hardware.

Oversees IT procurement & inventory to ensure efficient life-cycle management, including reports to define, value, & track IT investments.

Sets IT program goals, priorities, & performance measures to align State IT with Department of War (DoW), Army, Air Force, & NGB strategies; coordinates integration of State IT systems & plans with higher-headquarters.

Reviews major IT investments for alignment with strategies & enterprise architectures; serves as Program Manager for initiating & managing IT investments using cost, schedule, quality, & capability metrics.

Conducts cost-benefit analyses for proposed IT procurements to support funding decisions; represents the State at government-wide & industry IT forums, promoting adoption of best practices & emerging trends.

Oversees the Mission Command (MC) Branch & communications readiness for MTOE & TDA elements, including COMSEC, Spectrum, Radio, & other MC systems; directs emergency communications for DOMOPS & sets unit communication priorities.

Manages & reports mission command system status, providing support recommendations through PEO/PM channels (e.g., PM WIN-T, CECOM); serves as career manager for Signal, Cyber, Communications, & Electronic Warfare personnel.

Ensures unified communications support with subordinate G6/S6 personnel & agencies; maintains continuous network surveillance & prepares briefings & specialized reports.

Establishes maintenance agreements & SOPs to prevent readiness gaps; coordinates with PMs & PEOs on training standards, resources, & lessons learned on TTPs, system usage, & maintenance.

Ensures implementation & compliance with Federal IT mandates (e.g., FITARA, Clinger-Cohen, Federal IT Shared Services Strategy) & related executive orders, regulations, & policies to maintain full State-level Federal IT compliance.

Directs & oversees work through subordinate supervisors; manages staffing actions, performance standards, appraisals, awards, expenses, grievances, & disciplinary actions in line with mission needs & EEO objectives.

Identifies developmental needs, approves significant training, manages leave to maintain coverage, & enforces security directives for personnel with access to classified/sensitive material.

Plans, organizes, & oversees all State G-6 activities as principal staff office for cybersecurity, automation, telecommunications, information assurance, IT policy/integration, budget, & records management.

Establishes organizational goals, determines required resources, adjusts plans based on program reviews, & sets manning needs & staffing for unusual requirements.

Reviews higher-headquarters guidance & develops economical plans; guides the State's IT architecture & requirements & manages information systems architecture for assigned projects.

Reviews feasibility of total system designs & develops technical policy (standards, protocols, data administration) to integrate information systems; ensures compliance with commercial/government standards & drives innovative IT solutions.

Formulates & defends the Command IT budget, ensuring efficient use of IT hardware, software, funds, & personnel; defines direction for MDEPs & requirements to meet mission objectives.

Interprets higher-echelon directives & adjusts execution procedures & priorities; develops long-range plans & projects, setting priorities & resource allocations.

Monitors & analyzes program implementation across IT & cybersecurity portfolios.

Manages the State Cybersecurity Program to ensure confidentiality, integrity, availability, & non-repudiation; publishes & enforces IA policy; reviews certification artifacts & provides accreditation recommendations; oversees IA awareness & training.

Leads development of IA & IT policies/procedures aligned with DoD & integrated into State policy, plans, operations, & strategy; ensures compliance with FISMA, FITARA, DoDD 8500.1, DoDI 8500.2, AR 25-1, & AR 25-2.

Ensures required cybersecurity billets are filled & properly documented; manages the Compliance/Governance/Resource Management Branch, maintaining Cyber Command Readiness Inspection-ready posture & adherence to Budget Execution Guidelines.

Ensures CCBs are conducted for IT changes & maintains access to APMS, ITAS, eMASS, & ATCTS/ATCTC.

Represents the command with state, local, tribal, & federal agencies, promoting coordination on installation management IT programs; exercises delegated authority to set annual & multi-year work plans, including contract decisions.

Ensures program goals are achieved, addresses budget shortfalls & long-range staffing needs, & advises senior officials on goals, objectives, & enterprise-level program management & strategy.
