Senior Human Resources Generalist

This is an onsite position located in Ossipee, New Hampshire. Relocation assistance is not available.

Under the direct supervision of the Human Resources Director, this position is responsible to provide strategic recruiting for primarily nursing positions as well as guidance to the County Nursing Home's employees. This role serves as primary recruiter for nursing home positions, a key advisor to leadership, responsible for fostering a high-performance organizational culture, mitigating employment-related risks, and ensuring the long-term sustainability of the County’s human capital through legally compliant policies, modern best practices, and effective labor relations in accordance with the provisions of applicable laws, rules, regulations, policies and procedures.

 

DESCRIPTION OF DUTIES AND RESPONSIBILITES:

  • Manage the overall Human Resource operations of the Nursing Home including recruitment and selection, pay and classification, benefits administration, training, and assistance with discipline and labor relations.
  • Works with the HR Director to coordinate and implement policies, processes, training, initiatives, and surveys to support the County’s human resource compliance and strategy needs.
  • Advise the Human Resources Director on personnel policy and procedure, wages, benefit, working conditions and operational issues requiring their attention.
  • Participates in labor negotiations and collective bargaining; assist in the resolution of labor disputes and  grievances on behalf of the county.
  • Assist department heads with personnel related problems and their resolution.
  • Develop and execute best practices for hiring and talent management and maintain effective and economical recruitment strategies. Participate in employment interviews and related selection activities.
  • Monitor and ensure the County’s compliance with federal, state, and local employment laws and regulations to include labor and employment laws, such as Worker’s Compensation Law, the Family and Medical Leave Act, and the Americans with Disabilities Act. Review and modify practices to maintain compliance.
  • Research and analyze organization and market trends regarding key HR metrics such as turnover rates, cost per hire, time to hire, absenteeism, training and development costs, and employee satisfaction.
  • Ensure compliance with County policy regarding employee discipline and the termination of employment.
  • Oversee the maintenance of personnel files, including employee status changes, evaluations and disciplinary actions.
  • Facilitate and manage change to overcome resistance and cultivate support and cooperation.
  • Conduct thorough and objective workplace investigations, ensuring due process and providing recommendations for resolution.
  • Help create and maintain job descriptions to ensure compliance with state and federal law.
  • Facilitates initiatives to cultivate support and cooperation; coordinates training for supervisors on leadership, performance management, and harassment prevention.
  • Facilitate general orientation to all new employees of the Carroll County Nursing Home and orient retirees on benefits.
  • Assist in maintaining employee enrollments for the Family Medical Leave Act in compliance with County policy.

  • Ability to demonstrate a clear understanding of Human Resources operations and programs.
  • Ability to establish and maintain an effective working relationship with the Board of Commissioners, department heads, and employees.
  • Ability to use a computer for word processing and data management.
  • Ability to express or exchange ideas verbally and in writing.
  • Ability to receive detailed information through oral communication.
  • Ability to prepare written materials and to analyze data.
  • Ability to diplomatically guide, direct and promote teamwork while accomplishing goals and objectives.
  • Ability to prioritize tasks and to delegate as appropriate.
  • Strong analytical and problem-solving skills.
  • Thorough knowledge of employment-related laws and regulations.
  • Excellent organizational and time management skills and attention to detail.
  • Skill in evaluating, planning and integrating analysis of data to formulate current and long-range solutions, strategies, and policies of a specialized nature.
  • Ability to achieve major aspects of long-range objectives by planning short-term and long-term organizational goals, making recommendations for procedural changes, and developing and revising policies.
  • Requires performing regular job functions under good conditions in a safe working environment.
  • Requires sedentary work, including continuous sitting or occasional standing and walking.
  • Requires acting as an official representative of the County of Carroll, including explaining and defending current long-range goals and objectives.
  • Requires evaluating a combination of wide-range job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical thinking.
  • Requires administrative decision-making in authorizing and monitoring the implementation of major department policies and procedures.
  • Ability to navigate complex political environments and diverse stakeholder interests

QUALIFICATIONS/EDUCATION:

  • Bachelor’s degree in Human Resources, Business Administration or related field required (or equivalent experience) with a SHRM-CP/SHRM-SCP certification preferred.
  • Two to four years of progressively responsible managerial experience required in human resources with nursing home, public sector or municipal/county government experience is highly desirable. Experience with a labor union environment and New Hampshire-specific labor laws strongly preferred.
  • Equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities will be considered
