Location:  USPS Fargo, ND ASF located at 1907 4th Ave NW, West Fargo, ND 58078

Pay Range: $90 - $130K/year plus benefits

Project Name:  USPS Fargo ASF (Auxiliary Service Facility) Modernization

Project Duration: 13 months, with the possibility of extension

Anticipated Start Date:  January 2027

Project Details (Size, SOW, Site Background, etc.):

APSI is seeking an experienced Construction Manager (CM) with 5 to 7 years of CM experience, preferably govt/industrial, NOT looking for residential experience. PM software experience (Procore). Meeting minutes, agendas, tracking RFIs and Submittals. Field activity oversight and documentation. A 168,000-sf facility that is currently ½ occupied and operational. This project will be the fit-out of the empty half, then shift over to the upgrade/modernization of the 2nd half. There is also a site work scope slated for late spring 2027. The work will focus on mechanical and electrical systems, IT and Security, some structural and architectural, and a revised parking lot and site security. There will be several contractors installing new equipment in the facility while construction activity is ongoing, so coordination and communication is critical. 

Daily Responsibilities: 

The CMa acts as the projects primary Construction Manager and will provide sound and proactive management advice to the Client to ensure the project is run safely, and all applicable contract standards are met. The CMa will function as a collaborative member of the combined project team and shall provide guidance and expertise throughout the construction phases. The CMa shall develop a full understanding of the project contract documents, end user goals and requirements, then work with the team to effectively monitor, assess, coordinate, and provide oversight of the construction work on behalf of the Owner.

The Construction Manager shall be required to perform services including, but not limited to, the following (in no particular order) 

1. Coordination of submittal reviews and management of submittal process – Ensure General Contractor is meeting specification requirements for submittals. Ensure a submittal review and management process is established with the General Contractor. Monitor and support timely reviews by all stakeholders. Expeditiously analyze any shop and working drawings and advise A/Es on availability of labor and materials
2. Monitoring Project Financial Data and Budgetary Cost Accounting - administration of construction contract change orders; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposals, preparing change order packages for the Contracting Officer)
3. Construction Phase Scheduling - Services may include preparing and maintaining daily dairies for project activities noting events affecting construction. Maintain a current project schedule, coordinate with general contractor and compare project progress against Contractor (CM) schedule and general contractor’s schedule, and address all schedule slippages and make recommendations for adjustments in the project
4. Progress Meetings– Conduct or attend weekly or bi-weekly- project meetings to review and monitor projects and project schedules and review of construction contractor payment requirements (including preparation of necessary forms for payment processing). Prepare Agendas and take meeting minutes. Follow up with stakeholders on action items identified during the meetings to timely resolve them
5. Assisting in Issue Resolution - keep thorough records of occurrences and other construction related matters of the project in order to assist the Owner in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly
6. Testing and Inspection Services - may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations
7. Commissioning coordination – These services may include providing professional and technical expertise for start-up, calibration, and/or certification of a facility or operating systems within the facility. Commissioning services may require start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams and team assignments, testing building system components, conducting performances tests, obtaining O&M material, plus conducting, scheduling and/or supervising O&M training
8. Performing Additional Construction Related Services- Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the Owner and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals and other services as may be required by the VA.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.): 

• The Construction Manager shall have a Bachelor’s degree in a technical discipline of Construction Management, Architecture or Engineering, from an accredited school of higher education. 
• The Construction Manager shall have a minimum of 5 years of experience in the construction industry, preferably on projects of similar scope. Ten (10) or more years of relevant experience may be considered in lieu of the required technical degree.
• The CM shall represent the Owner in a professional manner and provide sound management advice regarding work performed. The goal shall be to achieve the best value in the work being performed by controlling quality, schedule, and cost.
• The CM shall posses the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
• The CM shall also be proactive in helping to resolve problems and minimize claims taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact on project completion and to make certain that work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications)
• The CM-PM must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy. Experience with Procore is a plus
