Workforce Development Specialist II (FFTL)

Job Summary The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. The Career Development Office offers workforce services to Kentuckians who are unemployed, under‑employed, or searching for a new career path, including assistance with unemployment insurance, business downsizing, labor market information, job postings, recruiting and training. Key Responsibilities Provides one‑on‑one assistance to eligible veterans who have requested services. Interviews eligible veterans and performs assessments to determine eligibility and employment and training needs. Modifies employment plans as needed for successful outcomes and refers customers to career center partners and supportive services. Develops outreach plans that locate and identify disabled veterans with special employment needs through contacts and interactions with homeless shelters, community, and government agencies. Plans coverage of satellite offices within the region to ensure disabled veterans are offered assistance. Preferred Knowledge, Skills, and Abilities Exceptional written and verbal communication skills. Excellent time management skills. Ability to multitask and work under pressure. Military experience. Minimum Requirements Education: Graduate of a college or university with a bachelor's degree. Experience, Training, or Skills: One year of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources, or a related field. Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience. Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs or experience in education, public administration, business, human services, military, human resources, or a related field will substitute for the required education on a year‑for‑year basis. Special Requirements (Age, Licensure, Regulation, Etc.): NONE. Working Conditions Incumbents working in this job title primarily perform duties in an office setting. Additional Information Due to federal funding requirements, only those with military experience will be considered. Salary: $3,087.50 Monthly.
