Why does the job exist?

This position is responsible for the management of the Procurement Unit by ensuring that the Department adheres to the New Mexico State Procurement Code, Procurement Rules and Regulations, Model of Accounting Practices, and all other applicable state or federal laws, rules, or regulations, including federal grant awards ensuring the best procurement methods are utilized for the purchase of all tangible personal property and general services.

How does it get done?

This position will:

• Ensure the daily conversion of requisitions to purchase orders and approval in SHARE Financials;

• Establish working relationships with internal and external customers;

• Provide over sight of the the Procurement Card (P-Card) Program, including quality assurance checks of purchases; provide training to all Department employees on both the Procurement and P-Card Policies and Procedures;

• Will supervise 3 full-time positions.

Ideal Candidate

Experience and knowledge in the following areas:

• New Mexico Procurement Codes;

• New Mexico Administrative Code 1.4;

• Manual Model of Accounting Practices;

• State Purchasing Division Procurement Policy Memos;

• Have strong communication skills;

• Strong Customer Services Skills;

• Knowledge of the SHARE financial system including running SHARE Reports.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.

Working Conditions

Work is performed primarily in an office setting with occasionally working outdoors and with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours and occasional travel may be required. Sitting/Standing, bending, squatting, climbing, reaching, kneeling and crawling for extended periods of time may be required. Ability to lift up to 50 pounds.
