Job Title HUMAN RESOURCE SPECIALIST/HR-SES - 64054602 Location Florida Department of Health, Bureau of Personnel & Human Resource Management 4052 Bald Cypress Way, Tallahassee, FL 32399 Employment Details Pay Plan: SES | Salary: $50,000.00 - $53,000.00 | Posting Closing Date: 06/17/2026 | Position Number: 64054602 Your Specific Responsibilities Responsibilities in Payroll Complete all payroll steps in FLHealthDesk-HR (FLHDHR). Input, approve, and act upon all Personnel Action Request (PAR) forms for the region in People First (PF) for Career Service, Selected Exempt Service, Senior Management Service, and other personnel services employees. Review payroll action, receive required documents, and ensure appropriate approval of rate of pay and action in accordance with rules and policy. Prepare required forms for beneficiary payments, retroactive payments, and flexible benefits payments. Calculate and process on‑demand payments, warrants, and EFT cancellations through the online system using FLAIR (or other financial system). Coordinate People First corrections or updates with the service center and follow up. Calculate and prepare correspondence notifications for overpaid employees, follow up to ensure timely reimbursements, process deposit of overpayment reimbursement, and submit uncollected debt to the Department of Financial Services for collections. Request reimbursement for vendor refund payments for all cancelled warrants containing post‑tax payroll deductions. Responsible for calculating and submitting to the Division of Retirement final salary certification for the past four months on an individual who is retiring. Prepare all required documentation for monetary settlement agreements. Provide training as assigned to various levels of staff on comprehensive human resource issues. These duties may require travel. Assist with developing and revising training material as needed. Complete special assignments and projects, including running reports as necessary or requested. Responsibilities for Leave and Attendance Has backup responsibility in the Leave and Attendance section including completing tasks within FLHDHR, reviewing pertinent documentation, communicating with employees and managers on timesheet issues, and providing applicable technical assistance. Audit and verify leave balances for employees who require a leave audit or a verification of leave balances. Make leave adjustments in PF as appropriate. Input leave payments into PF. Verify leave and attendance corrections and notify office in a timely fashion upon completion or correction. Verify prior state service for determining leave accrual rates. Provide technical assistance as needed to personnel staff on leave and attendance. Required Knowledge, Skills, and Abilities Knowledge of Florida Statutes, HR rules, policies and procedures, and union contracts. Ability to communicate verbally and in writing. Ability to establish working relationships with providers, customers, and co‑workers. Knowledge of computer systems including Microsoft Outlook, Excel, Word, PowerPoint, People First, FLAIR and Impromptu. Qualifications Minimum: Experience in processing payroll, leave and attendance via People First. Experience with reading and interpreting state and federal laws and administrative rules. Experience servicing a large number of employees in an HR role. Preferred: 1–3 years of experience processing payroll, leave and attendance via People First. Experience generating HR reports. Experience working in the FLAIR payroll system. Experience presenting HR–related topics to large groups.
