Deputy Program Manager Management Concepts | Washington, DC Metropolitan Area (DMV) Position Description Management Concepts is seeking an experienced Deputy Program Manager to support a large-scale federal Enterprise Contract Management System (CMS) training and learning-support effort. This fully dedicated role supports the Program Manager with daily coordination, planning, tracking, stakeholder communication, and execution. The Deputy coordinates assigned activities across curriculum development, training deployment, train-the-trainer delivery, and performance support; resolves routine matters; and escalates significant risks, decisions, and commitments to the Program Manager. The position requires residence in the Washington, DC metropolitan area (DMV) and travel for customer meetings and program requirements. Key Responsibilities Support coordination of workstream performance, quality, schedules, costs, risks, issues, dependencies, staffing, and deliverables under the Program Manager’s direction. Maintain project plans, schedules, action items, risk and issue logs, and decision records; coordinate milestones with configuration, testing, releases, deployment, change management, and communications. Coordinate curriculum-development, training-delivery, train-the-trainer, and performance-support resources; identify and elevate staffing or schedule conflicts. Assist with the Training Support Plan, including formal, just-in-time, refresher, and remedial training, knowledge transfer, training environments, and deployment support. Coordinate routine communication and follow-up with implementation partners, technical teams, subject matter experts, instructors, instructional designers, training operations, and federal stakeholders. Track progress, dependencies, labor usage, and resource needs; prepare dashboards, status reports, and briefings for the Program Manager. Support budget tracking, labor forecasts, staffing coordination, task-order tracking, billing and invoice inputs, and cost reporting. Help verify alignment with federal acquisition processes, Section 508 accessibility, security, privacy, and governance requirements. Represent the Program Manager in meetings and assigned decisions when specifically delegated. Required Qualifications Active Project Management Professional (PMP) certification. At least 5 years of progressively responsible experience in acquisition, finance, information technology, program management, project management, or a related field. Experience supporting complex enterprise technology, acquisition-management, systems-implementation, or modernization programs. Working knowledge of federal acquisition, procurement, and government contracting processes. Experience supporting program performance, schedules, risks, issues, dependencies, staffing, deliverables, and management reporting. Ability to coordinate distributed, multidisciplinary teams and communicate effectively with technical, business, learning, and customer stakeholders. Federal program-management or project-management experience as an employee of a government contractor, consulting firm, systems integrator, or other commercial vendor supporting a federal agency or program. Ability to successfully complete a background investigation and obtain and maintain the required Public Trust determination. Preferred Qualifications Experience supporting federal contract-writing, acquisition-management, procurement, or related enterprise systems. Experience supporting a Cabinet-level agency or comparably complex federal organization. Experience supporting enterprise training, workforce readiness, organizational readiness, or change management during technology implementations. Experience with budget tracking, labor forecasting, staffing coordination, invoice support, or contract cost reporting. Knowledge of Product Line Management (PLM), Process Asset Library (PAL), and enterprise IT governance and lifecycle processes. Key Tools and Technologies Microsoft Project or comparable scheduling tools; Microsoft Excel, PowerPoint, Word, Teams, and SharePoint; risk and decision tracking tools; learning management systems; Power BI or Tableau.
