PROGRAM MANAGER

Job Title

This position involves a range of duties and responsibilities that require extensive executive and managerial oversight.

Reporting to the Executive Director, Maritime Headquarters (N02), the role encompasses:

• Full delegated executive and managerial authority over a geographically dispersed, multidisciplinary workforce.
• Serving as the primary Government Authority and Contracting Officer's Representative (COR) for mission-critical maritime contracts exceeding $8 Million annually.
• Developing, interpreting, and spearheading command-level policies governing vessel safety, maritime regulatory compliance, and operational standards.
• Acting as the primary command representative in negotiations with labor union officials.
• Directing long-range strategic planning for TSVRON vessel sustainment, recapitalization, and replacement strategies.
• Engaging with Flag Officers and Senior Executive Service officials to provide expert counsel on operational risk, capability trade-offs, and resource prioritization.
• Leading the development of comprehensive budget estimates and long-range financial forecasts.
• Independently analyzing and authorizing the reallocation of funds to meet emergent Fleet training requirements or respond to unforeseen maintenance contingencies.
• Directing coordination with the Fleet Logistics Center Norfolk and NAVSEA to implement complex service contracts.
• Identifying and securing alternative funding opportunities for the utilization of TSVRON assets as research and development test-beds.
