GENERAL DEFINITION: The primary responsibility of this position will oversee the efficient operations of the Law Enforcement Program which ensures the safety, prevention of life, and property of the community. Ensures compliance with established policies, procedures, ordinances, regulations, codes, and laws SUPERVISION RECEIVED: Work is performed under the general direction of the Chief of Police SUPERVISION EXERCISED: Provides direct supervision to the Administrative Lieutenant and Operations Lieutenant and other assigned personnel.

DUTIES:

Plans, directs, and coordinates the work of all divisions of the Police Department as second-in-command to the Police Chief. Assists the Chief in developing, coordinating, and managing emergency and routine operating policies and procedures of the law enforcement, telecommunications, and traffic enforcement. Assist in oversight of the incident management system and personnel accountability system for the Zuni Police Department Including evidence, fleet armory, training, equipment, and physical fitness. Observes the work of subordinate staff to ensure the provision of efficient and comprehensive services. Submit reports on daily patrol activities to the Chief of Police. Submit reports on the condition of Law Enforcement Program facilities (e.g. Police Department, and Telecommunications Center and equipment to the Chief of Police. Prepare required and or requested narrative and statistical reports. Reviews and submits monthly and annual reports to various departments and agencies and meets assigned required deadlines for reports Enforces and administers the provisions of the Pueblo of Zuni Personnel Polices Manuel and any subsequent personnel policies. Reviews operations to determine impact and effectiveness provides recommendations for expansion, and/or improvements in services Maintains appropriate documentation on incidents as required by policies and procedures. Ensures confidentiality of proceedings, files, and other information covered by established policies and procedures. Interviews applicants for vacant positions and make hiring decisions based on interview committee recommendations. Responsible for required audits and inventories of evidence collected and maintained in Departments Evidence Control. Oversee Standard Operating Procedures Manuel & Domestic Violence Protocol Manuel compliance. Assist in the development and maintenance of the program budget(s) and proposals: in compliance with funding agency requirements and in contract negotiations. Inspect buildings, grounds, vehicles and equipment to estimate budget needs of the Department and maintain an updated inventory of police equipment and supplies. Screens and approves vouchers, purchase orders, requisitions, and such affecting the department in the absence of the Chief of Police. Explains general orders, special messages, and decisions of the Police Chief, Division Director, Tribal Administrator, and Tribal Council to the supervised personnel. Performs varying types of law enforcement work as second in command of the Department. Responds to incidents, when required, including fire theft, automobile accidents, robberies, disturbances, and any other misdemeanors or felonies and secure the scene of a crime. Coordinates incident command scenes with other public safety organizations when required. Coordinates activities with other public safety agencies as needed: acts as a representative of Pueblo’s law enforcement program Ensure tribal sovereignty and the jurisdictional powers and authority of the program are recognized and observed by all domestic and foreign law enforcement agencies Approves the working schedules for patrol officers. Serves as the point of contact for inter-departmental relations, public relations, and community relations. Serves on program committees, projects, and initiatives to represent the interest of the Law Enforcement program. Administers the community policing program; presents lectures/activities on crime and substance abuse prevention, automobile safety, and other similar topics Responsible for performance management, conducts performance evaluations of supervised staff and recommends appropriate recognition, disciplinary actions, staff changes, or reassignments if required. Reviews, recommends changes, or approves performance evaluations completed by assigned staff and approves or denies proposed actions Investigate and resolve internal affairs problems and issues Responds to citizen complaints against the law enforcement program and its employees, ensuring accurate information is provided and a timely investigation is conducted. Attend various conferences and meetings related to law enforcement. Contributes to the organization’s effectiveness by offering information and opinion as a member of senior management team. Conducts regular staff meetings to ensure communication regarding program activities and to communicate policies, procedures, guidelines, goals, and objectives. Improves staff effectiveness by coaching, counseling, training, and modeling Encourages ethical conduct, respectful interpersonal relations, open communication, innovative thinking, creative problem solving with respect and sensitivity to the pueblo’s culture Maintains professional and technical knowledge by attending relevant training and workshops and establishing networks with like programs. Performs other duties as necessary or assigned Acts on behalf of the Police Chief in his absence as assigned. Coordinates police department activities with other departments and outside agencies and organizations.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS & ABLILITIES: Thorough knowledge of law enforcement methods and procedures, and of the techniques used in police work, such as traffic control, investigations, crowd control, riot control and armed and unarmed defense procedures; Thorough and complete understanding of applicable Federal, State and Tribal Laws; and Game & Fish Laws appropriate to the Zuni Reservation; jurisdictional boundaries, rules and relationships in McKinley County, Cibola County and Apache County, AZ. Thorough knowledge of the constitutional protection afforded to individuals, including rules concerning search and seizure, questioning or arrest, the difference between felonies and misdemeanors; Thorough knowledge of and competence in the use of all fire arms used in performing the work of the position; knowledge of the provisions of the Privacy Act and disclosure procedures as they apply to the release of information on an investigation, witness or suspect. Skill in the use of radio communications equipment, both in the patrol vehicle and as a relief receptionist. Thorough knowledge of breathalyzer equipment and procedures for administration to persons suspected of intoxication; and good knowledge of first aid, including C.P.R. and use of equipment supplied. Ability to establish working relationships between fellow co-workers, tribal employees, the general public and outside agencies. Ability to apply new and traditional theories and methods to routine and emergency problems that occur. A high degree of competence in interrogation and interview techniques to conduct internal affairs investigations. Must have knowledge and skills pertaining to vehicle maintenance logs and directing officers for required repairs and maintenance to assigned vehicles. Considerable ability to plan, direct and supervise personnel. Ability to establish and maintain an effective working relationship with supervised staff, Tribal employees, other agencies, and the general public. TRAINING & EXPERIENCE: Associate Degree in Criminal Justice or Police Science with eight (8) years of related work experience in law enforcement. OR High School graduate or equivalent with eight (8) years work experience as a Police Officer, with two (2) years of that at a rank of Sergeant, Certified by the Bureau of Indian Affairs and State Of New Mexico as a law enforcement officer, Successful completion or ability to successful complete of advanced law enforcement, superior qualifications in firearms proficiency, Demonstrated supervisory and leadership skills and/ or any combination of College education, training and experience in progressively responsible law enforcement work equal to five (5) years of which a minimum of two (2) years’ experience as a Sergeant. BIA/FLETC Lieutenant Command School or equivalent – Preferred. LICENSE AND CERTIFICATES: Must possess a valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Must be fully insurable for liability insurance purposes. Driving is an essential part of the duties. Must be Certified in all the requirements under the Corporal and as a Sergeant. New Mexico State Law Enforcement Academy Certification and/orBureau of Indian Affairs Law Enforcement Academy Certification as a Police Officer. GENERAL REQUIREMENTS: U.S. Citizen, 21 years of age. Must not have any felony convictions or any type of conviction for moral turpitude or Domestic Violence. PHYSICAL DEMANDS: On Call 24 hours and willing to work shifts, weekends and Holidays. Must be willing to relocate within a reasonable amount of time from the date of employment or after completion or probation. Full use of the body and extremities to bend, stretch, sit, walk, run, jump, crawl, squat, etc. Good reflexes of the arms and hands in order to draw and shoot side arms quickly and accurately. Considerable physical strength and agility to pursue suspects on foot, make arrests and restrain suspects when resistance is en-countered. Good mental and physical health. Good vision and hearing; deficiencies correctable by use of glass lenses and/ or hearing aid devices are acceptable. Physical strength to make searches involving traversing difficult terrain on foot, to remove heavy objects presenting safety hazards such as fallen trees and rocks or dead animals. Ability to defend self and others from physical and armed attacks. Will be required to participate in bi-annual physical fitness testing. SPECIAL CONDITIONS OF EMPLOYMENT: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment, in compliance with Pueblo of Zuni Drug Free Workplace Policy. Must undergo and successfully pass a thorough background investigation and FBI Fingerprint Check. Must pass a conditional post-offer-of employment physical examination. Must pass a conditional post-offer-of employment psychological evaluation, physical agility test and written test. Subject to annual post-offer-of employment physical examination.
