Manager - Data, Reporting, and Community Engagement

Job Description and Duties

Under the general direction of the Manager I (HQ Operations and State Plan Manager), the Supervisor I serves as the manager of the Data, Reporting, and Community Engagement Unit. As a working manager, the Supervisor I leads, performs, and oversees complex work related to agency data analytics and reporting, State Plan development and performance monitoring, data systems and digital resources, accessibility, and statewide self-advocacy and committee support. The Supervisor I provides supervision, direction, and technical support to assigned staff; ensures the timely and accurate completion of state, federal, and agency reporting requirements; and develops processes, tools, and resources that strengthen the agency’s collection, analysis, management, and communication of program information. The Supervisor I works collaboratively with agency leadership, regional and headquarters staff, Council members, self-advocates, and external stakeholders to advance agency goals and ensure high-quality, accessible, and compliant program operations.

Working Conditions

• This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.

• This position may require occasional work during evenings and/or weekends and travel throughout California, including overnight stays.

• Personal Leave Program:  Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience with directing, coaching, mentoring, and developing staff, fostering collaboration and accountability within teams. · Strong data collection, analysis, and evaluation skills, including experience tracking program activities and synthesizing quantitative and qualitative program information into clear narratives that demonstrate program progress, performance outcomes, and public satisfaction with program activities.
• Demonstrated Ability to write and/or prepare clear, comprehensive, programmatic reports or summaries for internal and external stakeholders including colleagues, agency leadership, and state/ federal funders. · Ability to develop and maintain effective working relationships with internal and external stakeholders, while also interacting effectively with the public and departmental personnel at all levels.
• Capacity to solve complex problems, recommend effective courses of action, and establish priorities in accordance with sound time-management principles.
• Strong written, verbal, and organizational skills including the ability manage priorities, meet deadlines, present information clearly to diverse audiences including colleagues, public agencies, other external stakeholders, and the public.
• Knowledge of or experience working with individuals with intellectual and developmental disabilities (I/DD) and their families, including familiarity with systems, services, or advocacy issues impacting the disability community.
• Experience working with Microsoft Suite, Adobe Acrobat/Express, Zoom, Wordpress, and other related software programs.
• Familiarity with Database and Data Processing Tools: Experience with databases and data processing tools/programs, enhancing data management capabilities and reporting efficiency.
• Familiarity with Project Management Tools: Experience working with project management tools (e.g., Trello, Microsoft Planner, etc.) to effectively organize tasks, track progress, and collaborate with team members.
• Ability to work under pressure, exercise sound judgment, maintain confidentiality, and manage multiple priorities in a fast-paced or high-staking environment.

State of Qualifications.

A ll applicants must provide a Statement of Qualifications (SOQ) to be considered. When preparing your Statement of Qualifications, you are required to follow these guidelines:

• The SOQ must be typed, using an Arial font size, no smaller than 12 point.

1. Describe your leadership approach and your experience coaching, mentoring, and developing others, whether through formal supervision, project leadership, peer mentoring, or other roles. Provide specific examples of how you have motivated or supported individuals or teams in successfully achieving established goals.
2. Describe a complex collaborative project that you led or coordinated. Explain your role, the challenges you encountered, and how you managed competing priorities and deadlines to achieve the desired outcome.
3. Describe a program report, plan, or similar deliverable that you developed for leadership, a state or federal funder, or another external stakeholder. Explain your role, and how you collected, analyzed, and synthesized quantitative and qualitative information to communicate program activities, performance, outcomes, and progress toward established goals and objectives?
