CRA-Community Development Officer

Brief Description The CRA-Community Development Officer assists the Head of Regulatory Compliance in developing and maintaining the Bank’s CRA investments, service hours, and lending initiatives as well as managing the overall CRA program. Responsibilities Complete an annual CRA Self-Assessment, quarterly performance monitoring, and ad hoc reporting on lending, investment, and service activities. Periodically review the Bank’s assessment area to ensure reasonableness of the delineation. Responsible for collecting, compiling, and analyzing data for the Bank's CRA program monthly. This includes utilizing CRA software. Manage CRA Community Development Services, such as Financial Literacy events, which may include either leading or assisting with planning, coordination, and delivering the event. Manage existing and develop new partnerships and contacts for the CRA Financial Literacy program and other community groups and government agencies. Assist in educating staff about CRA requirements and procedures. Provides and/or assists with assigning all Compliance training to managers and employees. Assist in handling of complaints that impact the Bank’s CRA performance. Develop a strong knowledge of state and federal banking laws and regulations, specifically: CRA, HMDA, ECOA, FHA, SCRA, UDAAP, and other matters. Assist with the preparation of examination or audit materials as needed. Maintain required updates to CRA notice. Prepare and publish the CRA Public file annually by April 1st. Maintain CRA policies and procedures. Ensure CRA-qualified investments and donations, HMDA, small business and farm loans, flexible lending programs, community development loans, and employee volunteer hours are appropriately documented for reporting. Complete all required compliance training, including BSA/AML training, online training, meetings, etc. Perform other related duties to benefit the mission of the organization. Qualifications 5 years of banking regulatory compliance or other related experience. Strong knowledge of state and federal banking laws and regulations, specifically: CRA, HMDA, ECOA, FHA, SCRA, UDAAP, FCRA, and other matters. Proven communication, analytical, and project management skills. Highly proficient in using MS Office with emphasis on Excel and PowerPoint. Working knowledge of automated CRA and Fair Lending software. Must have the ability/transportation to travel locally to various locations.
