King County's Facilities Management Division (FMD) is seeking a real estate professional to support our utility franchise program.
The Franchise Program Agent (Real Property Agent III) is a senior level position within the Real Estate Services Section, Property Control unit and is responsible for administering right of way franchise agreements, including moderately complex negotiations of utility franchise agreements and franchise compensation. This person will work closely with the franchise program Real Property Agent IV to plan work, develop and document the program and procedures, monitor schedules and budgets, and report various aspects of the program. The position also requires close coordination with other County agencies. Our ideal applicant will have direct experience negotiating utility franchise agreements or experience with commercial or government real estate and leases.
Real Estate Services currently manages more than 160 utility franchises and is actively improving its practices and pursuing operational innovation and efficiency. Job Duties
- Negotiate complex franchise terms and conditions with utilities for use of County Road rights-of-way.
- Prepare legislative and other documents necessary for processing franchise applications, through King County Council review and execution.
- Coordinate review with and input from County agencies before, during, and after the negotiation process.
- Implement and administer executed franchise agreements by educating King County agencies, resolving conflicts, and taking other steps to support compliance with the terms and conditions of franchise agreements.
- Conduct research related to franchise and road right-of-way issues and facilitate resolution among competing priorities.
- Support documentation of standard work.
Experience, Qualifications, Knowledge, Skills
- Experience negotiating and administering complex binding agreements.
- Understanding of general contract terms and conditions and principles of contract interpretation.
- Advanced oral and written communication, problem-solving, analytical, and investigative research skills.
- Experience in facilitation, conflict resolution, and customer service.
- Regular user of Microsoft Office software.
- Desire to make a positive impact.
- Experience negotiating and administering terms and conditions of utility franchise agreements for use of road rights-of-way.
- Knowledge of utility franchise terms and conditions.
- Knowledge of laws, rules, and regulations related to use of road rights-of-way.

MORE ABOUT THE POSITION:
- This position is represented by the International Brotherhood of Teamsters, Local 117 Professional & Technical.
- This position is exempt from overtime under the Fair Labor Standards Act.
- The typical workweek is 40 hours, Monday - Friday during normal business hours.
- This position has been designated Non-Mission Critical, which means that you perform functions which can be delayed in the event of an emergency. If an emergency occurs, report your status as instructed by your agency. If needed for work, you may be contacted and directed to provide assistance in another area of the agency or the County, consistent with your job classification and skills.
