The Public Works, Facilities & Parks Department (PWFP) serves to plan for the future needs of the County, manage infrastructure and County facilities, and protect natural resources. PWFP is comprised of three Divisions: Public Works, Facilities, and Parks which are responsible for managing and maintaining the County's infrastructure and open space including Fleet Administration, Records Retention, Mail and Courier services.
The County of Monterey Fleet Administration services and tracks the repair and maintenance actions for over 1,600 pieces of equipment ranging from passenger cars to heavy equipment. Fleet additionally has an automated vehicle rental program (Invers), operates multiple fueling sites, and manages a vehicle replacement program.
The Public Works, Facilities & Parks Department, Fleet Administration seeks a Mechanic II . Under direction, this position performs journey level inspection, diagnosis, servicing, repair and maintenance on a variety of gas, diesel, and alternative fuel vehicles and equipment; operate computerized diagnostic equipment, and performs related duties as required.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties
- Performs preventive maintenance inspections and repairs all types of auxiliary systems including, but not limited to: transmissions, differentials, carburetors, distributors, electrical, steering, hydraulics, exhaust, brakes, wiring, cooling, air conditioning, grader blades, loader bucket assemblies, tracks, axles, converters, air circulation systems and other major heavy equipment components.
- Performs a wide variety of mechanical/electrical work in the servicing, maintenance and repair of gas, diesel and alternative fuel/powered passenger vehicles, heavy, light construction, and special equipment and vehicles, including but not limited to replacing/servicing tire and rim assemblies, one-cylinder engines, dump trucks, buses, graders, rollers, loaders, dozers and cranes.
- Performs preventive maintenance inspections and repairs on all types of gas, diesel, and alternative fuel/powered passenger vehicles, heavy, light construction and special equipment; performs complete major and minor tune-ups on all equipment and vehicles.
- Road tests vehicles to assure they are in safe running condition; performs inspections on a variety of equipment, and diagnoses and verifies sources of problems or failures based on vehicle condition, driver complaints, visual observations, and/or test equipment indicators. Performs emergency road service and repairs.
- Completes a variety of forms and documents, including but not limited to, completing preventative maintenance and repair work orders, checklists, documents work order numbers, task codes, time required, and work order parts forms and records on daily and weekly time cards.
THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:
Working Knowledge of:
- Principles of operational theory of mechanical/electrical systems of gas, diesel and alternative fuel/powered passenger vehicles, heavy, light construction, and special equipment and vehicles, including but not limited to, one-cylinder engines, dump trucks, buses, graders, rollers, loaders, dozers and cranes.
- Principles, theories, inspection techniques, and understanding of preventive maintenance components and tune-ups of gas, diesel and alternative fuel/powered passenger vehicles, heavy, light construction, and special equipment, and all different types of special auxiliary systems, in order to extend the useful service life of the vehicle and minimize resources involved in maintaining its life cycle.
- Diagnostic test equipment to interpret findings to validate driver vehicle complaints and problems or failures; utilize visual/auditory/or sensory observations while performing road tests; performs emergency road service and repairs.
- CAL-OSHA and Federal Code of Regulations as they pertain to acceptable work safety practices; including environmental, and storm water management.
- Current federal, state standards and regulations and application as related to vehicle operation and safety; and legal and industry standards including but not limited to gasoline, diesel, alternative fuel/powered emission control standards, and air conditioning systems.
- Diagnose mechanical defects based on vehicle conditions, driver's complaints, visual observation and/or test equipment indicators, and determine appropriate repairs.
- Properly and safely use welding (MIG & stick) and oxy-acetylene equipment to fit, fabricate or repair parts; use infrared machines, oscilloscopes, variety of machine shop equipment (i.e., brake lathe, hydraulic press) and other shop/test equipment and hand tools.
- Accurately document, record, and write effectively in order to complete a variety of forms associated with completing work orders, checklists, parts forms, and daily and weekly time cards.
- Carry out written and oral instructions in order to satisfy performance expectations.
- Apply basic arithmetical calculations sufficiently to complete time cards.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.
- Use a computer and Fleet Management software to document service comments/notes/labor time and utilize a printer and other office equipment.
- Research on line or refer to hard copy reference manuals in order to accurately interpret schematics/flowcharts i.e., automotive wiring, hydraulic, pneumatic, vacuum, parts books, and maintain written records of work performed.

- Two years of journey level experience performing automotive or heavy equipment mechanic duties.
- Two years experience comparable to or as a Mechanic I in Monterey County, performing progressively responsible automotive or heavy equipment mechanic duties.
CONDITIONS OF EMPLOYMENT The required conditions of employment include, but are not limited to the following:
- Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.
- Possess at time of hire, or during the probationary period, must acquire both a California Class A driver's license and required endorsements necessary to operate fleet equipment. These certifications must be maintained during employment in this classification.
- Pass a pre-employment physical examination.
- Comply with all CAL-OSHA and Federal Code of Regulations as they pertain to work safety practices.
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
- As a condition of employment, prospective employees may be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record, and record of any criminal convictions.
- Employment is contingent upon acceptable documentation verifying identity and authorization for employment in the U.S.; a list of acceptable documents is available on the USCIS Form I-9.
