Senior Compliance Specialist, Pipeline Safety Governance and Engineering

The Opportunity Our U.S. Pipeline Safety Compliance team is evolving to meet the increasing complexity of a growing and highly regulated business environment. We are seeking an experienced professional with deep expertise in Pipeline Integrity and DOT regulatory compliance to join our Pipeline Safety Engineering and Governance team. In this role you will shape and execute our regulatory strategy, translating complex requirements into clear guidance that informs business decisions and strengthens our compliance posture. What you’ll do Provide overall support and guidance to ensure documented adherence to state and federal regulations (49 CFR 191, 192, 193) and TC Energy internal programs. Support PHMSA rulemaking by coordinating and participating in INGAA and company working groups, evaluating potential new rules and providing comments. Lead or participate in Federal and State specialized inspections and support Special Permit development, review, and application. Develop regulatory engagement strategy for all 192.18 notifications for new technology. Review Engineering Critical Analysis (ECAs) to verify that they meet all compliance requirements. Conduct regulatory procedure reviews to validate compliance requirements and procedure effectiveness. Develop and communicate regulatory interpretations and guidance to internal stakeholders and partners. Establish and maintain relationships across the organization and with external regulatory bodies. Support emergency response coordination, including review of plans and liaison with regulators. Partner with internal stakeholders on strategies to manage compliance-related issues and improve business outcomes. Understand and provide guidance on regulations, standards, best practices, company policies, and procedures. Support compliance initiatives as needed. Minimum Qualifications Bachelor’s degree in Engineering. 10 years of experience in Pipeline Integrity and Pipeline Safety Regulatory Compliance. Ability to work independently, exercise sound judgment, and display creativity. Superior organizational skills and proven ability to manage competing priorities. Strong analytical skills. Team-oriented mindset with willingness to support team objectives. Excellent verbal and written communication skills. Ability to interact with all levels of the organization. Capacity to handle rapidly shifting priorities and complex problems in stressful situations. Proficient in Microsoft Office (Excel, Word, Teams, PowerPoint, SharePoint). Preferred Qualifications Strong knowledge of Integrity Management Programs and principles. Comprehensive understanding of DOT Regulations 49 CFR 191, 192, 193. Comprehensive understanding of ASME B31.8, B31.8s, and pipeline industry related API codes/standards. Experience participating in DOT Pipeline Safety Inspections. General understanding of Underground Natural Gas Storage and Liquified Natural Gas (LNG). Additional Requirements Hold and maintain a valid driver’s license and provide a driver’s abstract for review. Be available to work and travel away from office base as needed.
