Project Manager II - Technical Program Manager (TPM)

We are seeking an experienced Technical Program Manager to lead and drive Oracle Cloud Migration and Oracle ERP/EPM initiatives for a large enterprise technology delivery organization. The ideal candidate combines strong technical acumen with proven program/project management discipline to manage complex, multi-stream Oracle transformation programs. Key Responsibilities Lead end-to-end planning, execution, and delivery of Oracle Cloud Migration programs (on-prem to Oracle Cloud Infrastructure/Fusion). Manage Oracle ERP (Financials, Procurement, SCM) and EPM (Planning, Budgeting, Consolidation) implementation and migration workstreams. Own program governance: RAID logs, status reporting, steering committee updates, and executive dashboards. Coordinate cross-functional teams including Oracle technical architects, functional consultants, infrastructure, security, and QA teams. Manage vendor/SI (System Integrator) relationships and third-party delivery partners. Drive technical design reviews, cutover planning, data migration strategy, and go‑live readiness. Identify risks/dependencies across interconnected Oracle modules and mitigate proactively. Manage budget, resource allocation, and timeline adherence across the program. Ensure compliance with Amex enterprise architecture, security, and change management standards. Required Skills & Experience 8+ years of Project/Program Management experience, with at least 4+ years managing Oracle Cloud/ERP/EPM programs. Strong technical understanding of Oracle Cloud Infrastructure (OCI), Oracle Fusion ERP, and EPM suite. Experience managing large-scale cloud migration programs (lift‑and‑shift, re‑platforming, or greenfield implementations). PMP/PMI‑ACP, SAFe, or equivalent certification preferred. Strong stakeholder management skills — ability to work with business, technical, and executive stakeholders. Financial services / banking domain experience preferred (Amex or similar highly regulated environment a plus). Excellent communication, risk management, and executive presentation skills. Nice to Have Hands‑on background as a technical lead/architect prior to moving into program management.
