IC Financial Strategy Lead

Duties The Mission Requirement Group (MRG) enables the IC CIO to achieve the most pressing aspects of the National Intelligence Strategy by engaging with agencies, departments, and services that comprise the IC. The MRG collaborates with resource personnel to advise the IC CIO on planning and budget formulation, support IC partners with Congressional Budget Justification Book (CBJB) development, and generate accurate resource content for the DNI's annual budget briefings to Congress. This team acts as a key extension of the OIC CIO team, working directly with other ODNI offices to deliver tangible results and provide constructive resource‑related guidance. The position offers a unique opportunity to engage IC elements on high‑priority initiatives such as cloud service adoption, AI, and zero‑trust implementation. Candidates are expected to be self‑motivated, results‑driven, and able to respond to time‑sensitive taskings. Key responsibilities include: Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, and resource issue papers to support senior leadership in making informed programmatic decisions. Guide the planning, preparation, justification, administration, analysis, and monitoring of budget/financial information to ensure cost‑effective support of IC organizations and programs. Manage expectations of senior‑level customers and ensure delivery of quality products, review project successes and failures, and develop solutions to improve products and services. Monitor the collection, research, and analysis of comprehensive financial information to develop budget testimony, briefings, and talking points for senior DNI leadership, and provide IC guidance on resource requests, realignments, or reprogramming. Provide expert advice and recommendations on complex financial analyses to OIC CIO and IC customers in the context of their operations and requirements. Plan, research, and identify key intelligence program and budget issues; evaluate program alternatives and provide structured recommendations. Produce and present findings, conclusions, options, and recommendations to ODNI and IC senior management. Plan and conduct efforts to develop program alternatives and provide structured recommendations for informed resource decisions impacting the IC. Conditions of Employment Must be a U.S. Citizen residing in the United States. Appointment is subject to a suitability or fitness determination via a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI). Male applicants born after December 31, 1959, must complete a Pre‑Employment Certification Statement for Selective Service Registration. A two‑year trial period is required for all new permanent appointments to the ODNI. Qualifications Expertise required: Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information, including conducting budget/financial data analysis and assessing financial conditions using financial principles, policies, methods, techniques, and systems. Superior ability to serve as an expert consultant to top agency management officials and customers, providing financial analysis–based recommendations. Expert analytic and critical‑thinking skills, including conducting financial assessments, identifying needs and requirements, and developing process‑improvement recommendations. Expert knowledge of the IC, its components, missions, and interrelationships, with the ability to lead broad‑based teams on key IC financial management issues. Expert ability to communicate complex information verbally and in writing to varied audiences. Superior organizational and interpersonal skills, demonstrated ability to negotiate, build consensus, and work effectively independently or collaboratively. Superior written and oral communication skills, articulating complex intelligence issues to a wide audience, including policy and analytic products for senior U.S. Government officials. Superior knowledge and experience with National Intelligence Program (NIP) and Military Intelligence Program (MIP) budget formulation, programming, and execution. Education: Bachelor's degree.
