Lock Out Tag Out Certification Dependent Life Insurance Purpose of Classification The purpose of this classification is to supervise day-to-day operations of the Solid Waste Division to ensure efficient provision of residential/commercial sanitation services to the City. Supervision Received and Exercised Responsibilities And Reporting During An Emergency Situation Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work. Essential Functions The following duties and functions, as outlined herein, is intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff, addresses employee concerns and problems, directing work, coaching, and supervises employee performance through performance management system; assists in interviewing and selecting employees; coordinates or conducts training activities. Conducts staff meetings; conducts safety meetings, confers with assigned staff, assists with complex/problem situations, and provides technical expertise such as using an Onboard Computing System to optimize routes, collect metrics and key performance indicators. Complete Supervisor Incident Reports and submit to Risk Management for review in a timely manner. Assists in ensuring compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations. Supervises and coordinates work activities; prepares, receives and processes work orders; prioritizes and schedules work; plans most efficient use of resources to complete work orders; assigns projects and dispatches equipment to appropriate work crews; reassigns work crews in response to emergencies or changes in priorities; monitors progress in meeting deadlines; inspects quality of completed work. Supervises and coordinates, and monitors daily operations of solid waste functions special projects; establishes efficient routes; oversees container maintenance; schedules solid waste services for special events; coordinates special pickups; coordinates cleanup of fluid spills; and coordinates all communications between staff and private contractor in the event of a major storm to ensure all pre- and post-related activities are completed in compliance with FEMA rules and regulations. Supervises and performs customer service functions; provides assistance and information related to division services, procedures, or other issues. Responds to complaints and questions related to projects and work activities; provides information, researches problems, and initiates problem resolution. Performs administrative tasks; reviews timesheets through Kronos, researches discrepancies, and submits for processing; reviews/approves vacation requests; develops work schedules to ensure adequate coverage; monitors sick time usage and maintains attendance records; ensures timely preparation and submittal of reports. Assists in evaluating efficiency and effectiveness of division operations, services, procedures, and resource management; recommends and/or implements improvements in services and operational procedures as needed. Assists with development and implementation of division budget; monitors expenditures to ensure compliance with approved budget. Supervises and coordinates safety measures within the division; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; coordinates activities to maintain traffic control and safety at construction/work sites, including flagging of traffic and setup of safety cones, barricades, barrels, and road/warning signs. Supervises inspection and maintenance of departmental vehicles/equipment; supervises and/or conducts pre-trip and post-trip inspections of vehicles; ensures regular/timely fueling, servicing, maintenance, and cleaning of vehicles; monitors status of vehicles under maintenance/repair. Monitors inventory levels of department equipment, tools, supplies, uniforms, and other materials; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement materials; obtains price quotes; issues or distributes supplies/uniforms. Responds to after-hours calls or emergency situations on a twenty-four hour basis. Prepares or completes various forms, reports, correspondence, performance evaluations, schedules, purchase requisitions, work orders, or other documents. Receives various forms, reports, correspondence, budget/expenditure reports, invoices, work orders, dump trip tickets, special pickups, roll-off lists, supply requisitions, contracts, ordinances, policies, procedures, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Operates a personal computer, general office equipment, two-way radio, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, email, Internet, or other computer programs. Communicates with supervisor, employees, other departments, vendors, service providers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attends various meetings as needed; attends meetings of homeowner associations. Maintains a comprehensive, current knowledge of applicable policies and regulations; maintains an awareness of new processes, trends, and advances in the profession; reads professional literature; attends seminars, workshops, and training sessions as appropriate. Additional Functions Performs other related duties as required. Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, distributing documentation, or processing incoming/outgoing mail. Provides assistance to other employees or departments as needed. Minimum Qualifications High school diploma or valid equivalent; AND five (5) years of previous experience that includes solid waste collection operations, customer relations, equipment operation, and personal computer operations; and Possession of an Associate's degree in business administration, computer science, engineering, public administration, or a closely-related field may substitute for two (2) years of functional experience. Two (2) years of verifiable previous supervisory or lead experience; and Must possess and maintain a valid State of Florida Class B Commercial Driver's License (CDL) Must possess (or obtain within 24 months of hire) an OSHA General Industry Card; Must obtain the following certifications within nine (9) months of hire: 15-Hour OSHA Disaster Industry card 30-Hour OSHA General Industry card Lock Out Tag Out Certification Must complete City's supervisor/management training within twelve (12) months of hire. Preferred Qualifications Municipal Solid Waste Management course certification through Solid Waste Association of North America (SWANA). Knowledge, Skills, And Abilities Knowledge of and the ability to ensure compliance with safety policies, procedures, practices and OSHA regulations Knowledge of and the ability to demonstrate proper work methods and procedures when training crew employees Skilled at operating all equipment and tools used in the course of job completion. Ability to supervise, evaluate the work of crew employees, and identify and resolve personnel issues and concerns Ability to coordinate, plan and prioritize work assignments to achieve optimum effectiveness in staff utilization and cross-training Ability to determine and requisition proper and adequate materials, supplies and equipment for job completion Ability to troubleshoot and resolve issues and complaints from the public. Life Insurance / Accidental Death and Dismemberment Insurance The City provides each eligible employee with term life and accidental death insurance. Supplemental Life Insurance / Supplemental AD&D Insurance Employees may purchase supplemental term life insurance on an individual-choice basis with premiums based on age. A matching amount of Accidental Death insurance may also be purchased. Dependent Life Insurance Employees who select supplemental coverage for themselves may also purchase coverage for their spouse and dependent children. City Retirement / Pension Plans The City has pension plans for general employees, police, and firefighters. Each plan is contributory with both the employee and the City contributing to the program. Supplemental Plans Supplemental plans provide direct cash payments regardless of any other coverage you may have, and are designed to help fill in any gaps in a medical plan. The employee pays the premiums for these supplemental plans. Short and Long Term Disability The City provides Short and Long Term Disability insurance to eligible employees. The plan is designed to cover a disability sustained on or off the job. Employee Assistance Program (EAP) The City contracts with an employee assistance program (EAP) to provide employees and their dependents with free, confidential and professional counseling to help resolve personal or family problems. Deferred Compensation Plans (457 Plans) The City makes available three deferred compensation plans that the employee may voluntarily contribute to on a tax-deferred basis. Vacation All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment. Holidays The City observes 12 paid holidays throughout the year. Sick Leave / Family Sick Leave Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family. Tuition Assistance (Depending on available budget funding) The Tuition Assistance Program reimburses eligible employees for successful completion of approved courses leading to Associate, Bachelor and Master degrees. Wellness Program The City offers many wellness activities and programs throughout the year. Prepaid Legal Services and Identity Theft Protection Plan Employees may choose to enroll in a prepaid legal service plan and an identity theft protection plan. The employee pays the premiums for these plans. Credit Union All City employees may join the Credit Union of Palm Beach County. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities. Section 125 Plan for Health and Dental Premium Section 125 of the Internal Revenue code allows you to have your dependent coverage premiums deducted before payroll taxes are withheld resulting in tax savings to you. Flexible Spending Accounts Employees may participate in flexible spending accounts for reimbursement of medical and/or dependent care expenses.
