Summary

Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Help

The National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S. Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level. We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats. NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S. interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the United States and victimize the American people.

Advisor on matters pertaining to day-to-day operations and the full life cycle of contracting from planning and execution to contract administration and support of core mission functions.

Lead or conduct efficient organizational operations and institute effective contracting principles, techniques, and procedures by comprehension of Agency strategic vision.

Lead or conduct detailed cost and price analysis of contract requirements to provide expertise and guidance to top management. Provide the development of alternatives to produce best value supplies and services.

Exercise technical and administrative management over a team of contract specialists; ensure contracting programs meet requirements based on a comprehensive knowledge of the full scope of contracting laws, regulations, and policies.

Direct performance of all contract administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout.

Serve as a Contracting Officer's Technical Representative in managing competitive, non-competitive and independent contracts supporting the execution of efforts, including competitive and non-competitive source solicitation and selection; preparation, negotiation, and award of contracts through various methods of negotiation.

Collaboratively work with Program Managers to plan, develop and establish acquisition strategies for each program, emphasizing flexibility while ensuring sufficient rigor to enable program success.

Advise Program Managers in resolving complex procurement issues including transfer and disposition of United States Government and intellectual property, data rights, export control concerns, organizational conflict of interest concerns, sub-contract issues, and unique provisions in the case of consortia or partnership arrangements such as foreign access to technology.

Build and maintain current and relevant knowledge and expertise on contracts, grants, consortia partnerships, prize competitions, and other mechanisms to support programs where innovative or special contractual arrangements are desired.

Evaluate contractor performance for compliance with terms and conditions of contracts, grants, and agreements.

Direct or conduct the development of and documents performance expectations and goals for the contracting team; assists subordinates in setting individual goals.

Manage contract administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Extensive knowledge and familiarity with Federal Acquisition Regulations principles, concepts, and practices, reform initiatives, and policies and procedures, and demonstrated ability to effectively apply these laws, regulations and procedures to determine contracting methods, types of acquisition instruments, business and negotiation strategies, techniques of cost analysis, and determination of contractor responsibility, methods of monitoring the performance of long term contracts and agreements with multiple partners, and contract and agreement administration.

Extensive knowledge of contract vehicles to include, independent contractor, commercial item acquisitions, firmed fixed price, and indefinite delivery indefinite quantity, and cost reimbursement.

Extensive knowledge of the organization's budgetary process, federal fiscal, funding practices, and legal requirements.

Extensive knowledge of common acquisition business and industrial practices.

Extensive knowledge of price and cost analysis.

Extensive knowledge of requirements sufficient to work with technical representatives in defining needs.

Demonstrated writing skills sufficient to draft memoranda and policy papers pertaining to Procurement and/or Directorate policies and procedures.

Demonstrated ability to prepare briefings to senior managers on procurement topics.

Demonstrated organization and analytical skills.

Demonstrated negotiation techniques and skills.

Demonstrated customer service and business advisory skills.

Extensive knowledge of requirements sufficient to work with technical representatives in defining needs.

Demonstrated ability to provide sound advice to subordinates, high level program managers, executives, directors and other acquisition officials pertaining to contracting programs, statutes, procedures, problems, and solutions.

Demonstrated ability to exercise good judgment to make effective decisions based on the interpretation of contracting regulations and practices which affect various organizational units and at various levels.

Demonstrated capability to use initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.

Extensive knowledge of contract price analysis/cost analysis techniques sufficient to perform basic and or complex analysis to evaluate bid responsiveness, contractor responsibility and contractor performance for all contract types when historical pricing data and precedents are applicable in order to prepare pre-negotiation objectives.

Demonstrated ability to write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business clearance memorandums, negotiation memorandums, etc.

Desired Skills:

At least two years of progressively responsible professional contracting experience comparable to next lower level in this occupation.

Demonstrated experience in Key COTR Competencies for eighteen months as a Level 2 COTR.

Education: Bachelor's degree or higher in any field that includes or has been supplemented by, at least 24 semester hours of coursework in Business Administration, Accounting, Contract Administration, Finance, Law, Purchasing, Economics, Industrial Management, Marketing, Management, Quantitative Methods, Organization and Management. CAT-II or equivalent course from another agency. 24 hours of Program Management training or equivalent. Employee's hired from outside of the Agency may substitute applicable progressively responsible contract management experience for the Agency's Level II Contracting Officer Certification.

Certifications/Licenses: Successful completion of the Agency's Level III Contracting Officer Certification Program or equivalent standards (e.g. Certified to Level 3 according to DAWIA, Certified Contracting Officer and are designated procurement) within nine months of assuming the position.

SALARY DETERMINATION

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.

Current federal employees whose current GS grade is lower than the grade of the advertised ODNI position will have pay set at his or her current grade and step.

In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
