Job Summary The STRIDES Outbreak Response Technical Advisor provides overall leadership, coordination, and operational oversight for STRIDES-supported outbreak preparedness, response, recovery, and transition activities associated with an ongoing outbreak of Ebola Bundibugyo virus disease (BVD) in the Democratic Republic of the Congo (DRC). This role serves as the central focal point for STRIDES BVD coordination and incident management, ensuring timely implementation of response strategies aligned with national response plans, global gold standards, donor requirements, and organizational emergency management procedures. The Ebola Response Advisor will work closely with project teams, including the Headquarter (HQ) team and country offices teams, to oversee STRIDES technical and operational support, ensuring that STRIDES-supported interventions effectively reduce transmission, morbidity, and mortality associated with Ebola disease. Accountabilities Technical Requirements Lead and manage all aspects of STRIDES Ebola outbreak preparedness and response activities. Activate, coordinate, and oversee Incident Management System (IMS) structures and emergency operations functions. Serve as the primary technical and operational focal point for STRIDES Ebola response implementation. Provide strategic leadership and guidance to response teams, government counterparts, and implementing partners. Facilitate daily incident management meetings, situation reviews, and operational planning sessions. Ensure alignment of response activities with national and international Ebola response protocols and guidelines. Coordinate surge staffing, deployment planning, and cross‑functional response activities. Monitor epidemiological trends and use data to guide operational decision‑making. Review surveillance reports and provide recommendations for response adjustments. Provides project staff with overall technical direction and guidance in line with the project expected outcomes. Supports technical aspects of projects including staff and partner capacity building. Monitors and maintains project protocols, instruments, data sets, manuals, training materials and reports related to technical area of expertise. Works closely with the team to ensure project implementation remains technically sound and adheres to company strategy and standard operating procedures (SOP's). Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures. Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines. Provides mentorship and team building at the task level. Support transition planning from emergency response to recovery and resilience‑building activities. Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects. Provides technical input on subject matter best practices to outbreak response. Develops and monitors technical work plans and budgets. Participate in client / funder meetings and draft reports / presentations. Project Design Implementation Produce situation reports, technical updates, donor reports, and executive briefings. Analyze operational and epidemiological data to inform strategic decision making. Maintain accurate incident documentation and record management. Lead preparation of lessons learned reports and after‑action reviews. Monitors project deliverables and reports to supervisors. Leads technical project activities and sub activities and assists with project implementation. May implement components of the technical portions of the project plan. Identifies and raises issues to senior technical staff. Functions as the technical lead with oversight of project technical administrative and finance compliance, technical deliverables, and team management, (includes projects and consultants). Business Development and Client/Funder Support Successfully contributes to new business development initiatives including project design, budgeting, and recruitment efforts, specific to outbreak preparedness and response. Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership. Builds productive working relationships internally and externally. Draft proposals, budgets, and work plans. Participate in business development meetings with partners and clients. Partner/Sub‑Award Management: May be daily POC (Point of Contact) with clients for some projects on technical matters. Operations Management (Finance, HR, etc.) Develop and manage Ebola response work plans, operational objectives, and performance indicators. Monitor program budgets, expenditures, and resource utilization. Coordinate procurement and deployment of outbreak response commodities and equipment. Ensure availability and appropriate use of personal protective equipment (PPE), laboratory supplies, and emergency response materials. Track response deliverables and provide regular updates to leadership and donors. Ensures project activities are on track with work plans, with technical expertise informing project implementation. Oversees project timelines and budgets. Assists in the development of donor reports and presentations. Tracks technical project spend under broad supervision. Project/Program Reporting Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings. Establishes and maintains SOW and associated budgets. Represent the organization in national and sub‑national Ebola coordination mechanisms. Collaborate with Ministries of Health, UN agencies, NGOs, and donor representatives. Build and maintain productive relationships with key stakeholders supporting outbreak preparedness and response. Participate in technical working groups and emergency coordination meetings. Drafts / prepares client technical reports. Creates technical content (e.g., reports, presentations, manuscripts). Quality Assurance Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. Coordinates and direct activities to meet client/funder and regulatory requirements. Applied Knowledge & Skills Advanced knowledge of the epidemiology of viral hemorrhagic fevers (VHF), notably Ebola, as well as advanced knowledge of prevention and control tactics for VHFs Strong understanding of Incident Management Systems (IMS), Emergency Operations Centers (EOC), and public health emergency management principles. Demonstrated experience in outbreak investigation, surveillance, contact tracing, and emergency coordination. Knowledge of WHO, CDC, and Ministry of Health Ebola response frameworks and standards. Ability to manage multidisciplinary teams in complex emergency environments. Strong analytical, problem‑solving, and decision‑making skills. Experience with humanitarian coordination mechanisms and stakeholder engagement. Excellent written and verbal communication skills. Ability to work effectively under pressure during rapidly evolving emergencies. Ensures the quality of implemented technical activities and systems at all levels. Conducts routine coordination with employees and consultants, on‑site and in the field. Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities. Must be able to read, write, and speak fluent English, Strong preference to read, write and speak French. Problem Solving & Impact Demonstrates the ability to assess needs within agreed upon duties and considers course of action best to meet those needs. Effectively applies knowledge of technical area to solve a range of problems. Demonstrates the ability to develop solutions to problems that cannot be solved using existing methods or approaches. Faulty decisions/ recommendations/ failures to complete assignments will normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, resources, and funds. Decisions and actions impact primarily workflow, project processes and timeframes. Problems encountered are varied, requiring review of practices and precedents to resolve. Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines. Policies or guidelines exist for most problems; others must be referred to by a supervisor or more senior professional. Supervision Given/Received May supervise junior staff members. Coordinates own workflow and sets individual priorities. Works under general guidelines for completion and accuracy as determined by the supervisor. Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments. May manage a centralized functional area of activity. Serves as mentor to technical staff. Education Master's Degree in Public Health, Epidemiology, Global Health, Infectious Diseases, Emergency Management, Medicine, Nursing, Health Sciences, or a related field. Project Management Certification preferred. Specialized training in Ebola preparedness and response strongly preferred. Experience Minimum 8+ years of progressively responsible experience in public health emergency management, infectious disease outbreak response, or humanitarian health programs. Minimum 3-5 years of leadership experience managing large‑scale outbreak responses. Demonstrated experience supporting Ebola, VHFs, or other infectious disease emergency responses. Experience working with Ministries of Health, WHO, CDC, NGOs, and donor‑funded programs. International or field‑based emergency response experience preferred. Documented experience providing technical assistance, capacity building and business development in the specific technical domain. Prior work experience in a non‑governmental organization (NGO), government agency, or private organization. International or Domestic (US) Program Development or Program management preferred. Typical Physical Demands Typical office environment. Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to travel, including deployment to outbreak‑affected areas. Ability to lift 5lbs Technology to be Used Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, e‑mail), data management platforms Travel Requirements 10% - 25% Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US‑based staff working full‑time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full‑time schedule.
