Human Resources Generalist
Under the close supervision of the Village Administrator and the Director of Administrative Services, the Human Resources Generalist provides professional personnel services to the employees, supervisors, and elected and appointed officials of the Village of Grafton using effective communication, listening, critical thinking and problem solving skills. The HR Generalist manages and maintains all personnel information for employees in the area of compensation, benefits, personnel files, recruitment/hiring, training and employee development. Interprets, advises on, and disseminates accurate information from state and federal employment laws, Village of Grafton employment policies, and applicable Bargaining Agreements. Provides confidential assistance to the Village Administrator on all personnel issues.
Essential Duties and Responsibilities
Personnel Administration: Works with internal and external customers to effectively interpret, communicate and administer policies, procedures, laws, and standards/government regulations; screens and professionally redirects customers when necessary. Maintains a current, in-depth knowledge of legal requirements and best practices related to the day-to-day management of municipal employees, reducing legal risks and ensuring regulatory compliance. Manages full cycle recruitment process to meet the staffing goals of each department. Coordinates pre-employment testing and background checks, conducts employee orientation, and coordinates employee onboarding activities Benefit administration including the preparation and coordination of employee benefit enrollments, inquiries, and payments as well as new hire reporting to the State of Wisconsin. Prepares and distributes to employees health/dental/vision/life/disability insurance, COBRA, Wisconsin Retirement System (WRS), Family Medical Leave Act (FMLA), deferred compensation, IRS Section 125 information and PTO Donation program. Coordinate programming for the Employee Health and Wellness Program and Employee Assistance Program. Oversight of Workers Compensation claims and program. Compile and submit required EEO-4 report. Manage the Village of Grafton's account with the Federal Motor Carrier Safety Administration's (FMCSA) Drug and Alcohol Clearinghouse, including the pre-employment and annual queries of CDL holding drivers to maintain compliance. Also manage associated testing consortium, adding and removing employees as needed, notifying management and scheduling testing appointments. Work closely with Medical Review Officers on unique cases. Assists in maintaining employee database including total hours, changes in name or address, salary changes, and exemptions. Assists in the preparation of biweekly payrolls. Plans training sessions. Assists with interview processes. Understanding of, sensitivity to and respect for the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of current/future staff and community members. Communication: Prepares and distributes news releases, brochures, E-newsletters, etc. As webmaster for organization, oversees the maintenance of the Village internet website, employee intranet website, and various social media outlets. Financial Reporting and Budget Development: Assists in the preparation, publication and distribution of the multiple fund budget includes data entry. Assists in the preparation, publication and distribution of the popular annual financial report and comprehensive annual financial report. Compiles data for various reports. Serves as a backup for daily cash balance and balancing cash on hand against receipts; assists in preparing and balancing deposits; inputs data into financial system. Serves as backup cashier including receipting of tax payments and various other payments, and posting monies to appropriate accounts. Prepares invoices for payment for Administration as needed. General Support/Special Projects: Composes, types and edits a variety of correspondence, reports, memoranda, and other material which at times includes confidential information requiring judgment as to content, accuracy, and completeness. Assists in the preparation, publication, and distribution of the annual compensation report. Schedules appointments, and performs other administrative and clerical duties. Takes, prepares, and distributes Finance and Personnel Committee minutes and reports. Prepares records such as ordinances, resolutions and proclamations. Acts as custodian of department documents and records; establishes and maintains filing systems, control records and indexes using moderate independent judgment. Creates and updates surveys using word processing and internet-based formats. Serve as first point of contact for servers and departmental computers, including personal computer purchasing and set-up and coordinates with the Village's IT support consultant as needed. Serve on Employee Wellness and Safety Committee. All other duties as assigned. Regular full-time attendance at this position is required.
Qualifications
Education and Experience: A. Bachelor's Degree in Human Resources or related field B. Two (2) years of increasingly responsible related experience, or any equivalent combination of related education and experience. C. Human Resources Professional Certification (SHRM or HRCI) or ability to obtain within 24-months. D. Experience using NEOGOV applicant tracking and onboarding software and Caselle payroll software is desirable. Necessary Knowledge, Skills and Abilities: A. Employee focused with excellent communication skills and the ability and interest to work through a variety of situations in a discrete and professional manner. B. Knowledge of state and federal employment laws, including employee and labor relations, and human resources best practices C. Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; some knowledge of accounting principles and practices. D. Skill in operation of listed tools and equipment. E. Ability to perform cashier duties accurately; ability to effectively meet and deal with the public; ability to communicate effectively verbally and in writing; ability to handle stressful situations. F. Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions.
