Umatilla-Morrow Head Start, Inc. (UMHS) is driven by the mission to equip children, families, and those who care for them, for life-long learning and success.

With administrative offices in Hermiston, OR, UMHS has been Eastern Oregon’s trusted and longstanding community nonprofit providing essential programs in early childhood education, family support, nutrition, and wellness since 1983. Our programs are recognized for delivering high-quality services, and we are often sought out as leaders in our approaches, methodologies, and procedures that prioritize building community-centered programs and inclusivity in serving diverse populations. As a nonprofit leader in the region, UMHS plays a significant role throughout the area and across Oregon with funding, agency, and school district partnerships and co-lead regional and state hubs in early childhood education and family services.

UMHS serves eight counties in seventeen community locations through Early Head Start and Head Start, preschool, and childcare services (making UMHS Oregon’s largest Head Start and PreK service program area) Women Infant & Children (WIC) program, Healthy Families, Home Visiting program, and Court Appointed Special Advocates (CASA). Our programs serve the whole family and child through robust wraparound services in mental and physical health, family services, and nutrition. Our more than 225 team members come together with a shared commitment to building stronger and healthier communities.

THE OPPORTUNITY

UMHS is actively recruiting an experienced Director of Finance to join our senior leadership team in Hermiston, Oregon. The new Director of Finance will be part of a growing leadership team of colleagues who are recognized leaders in children’s education, community and human services, and facility management. The new Director of Finance will be joining at an exciting time as the organization is moving into a new 5-Year Strategic Plan with goals to increase and expand high-quality service areas to growing communities.

JOB DESCRIPTION

Job Title: Director of Finance

Supervised by: CEO

Supervises: Team of 4 Finance Staff

Salary Range: $96,974 to $131,288*

Classification: Exempt

Terms of Employment: Regular-Full Time

Location/Main Site: Hermiston, OR - Hybrid option at the discretion of the CEO and operational needs.

*Salary is commensurate with education and experience

Job Goal:

To lead and manage UMHS’ financial department in accordance with federal and state regulations, effectively oversee and direct financial reporting and strategies for supporting annual budgeting process; direct supervision and management of finance staff and provide fiscal integrity through the implementation of sound internal controls. Lead and train a finance team and demonstrate hands‐on leadership; provide significant contributions to the Senior Leadership Team and support to the CEO and Board of Directors. Analyze, develop, and make sound financial recommendations and explanations to CEO and Governance, monitoring entities, and the public alike.

  • Lead and overseeallfinancial operations, planning, and reporting
  • Set financial goals and controls for meeting fiscal health and financial strength
  • Review, revise, and ensure current and best practices in financial policies and procedures are conducted across the organization
  • Responsible forreviewing andensuring that all financial reports, budgeting, tracking, and all procurement, payroll, and accounting transactions are done properly andin accordance withFederal and State regulations
  • Meeting funder deadlines and protocols for budget application submissions and financial requirements
  • Be aware of agency's current financial situation and report such to theCEO
  • Lead and manage weekly finance staff meetings and meet with direct reports
  • Ensurecompletion and accuracyof revenue, expenses, and budgetaryreportsand provide themto program directors and managersmonthly
  • Responsible for filing all required monthly and quarterly financial reports withappropriate fundersand government agencies
  • Coordinate and lead the annual audit process
  • Be the primary contact with external auditors, ensuring theCEOand Finance Committee is duly informed andadvisingthe finance committee/Board of directors and SLT members; assess any changes necessary
  • Responsible for ensuring audits are performed asrequired
  • Take primary responsibility for effective communications and in answering questions raised during audits
  • Staff and manage the Board of Directors’ Finance Committee and work closely with the Board Treasurer in drafting committee agenda and reports to all governing bodies; coordinate with theCEOon the agenda and goals for supporting the Finance Committee
  • Responsible for ensuring that all reports and records areaccurateand aretimely
  • Responsible for ensuring that the accounts payable and accounts receivableareentered into the computer accurately
  • Responsible for preparing financial statements, andidentifyingsources and uses of funds (Monthly Financial Reports)
  • Oversee and lead annual preparation of agency budgets in conjunction with theCEOand Senior Leadership Team including lead facilitation of agency wide budget community
  • Assistin development andsubmission of individual program grant applications including budget analysis and budget narrative and navigation and submittal through designated grant software and databases
  • Responsible for ensuring bank accounts aresecure,review and reconcile statements are reconciled monthly and calculate the interest allocation for the main checking account. Administer bankrelationshipand all online banking functions.
  • Analyzes financial information for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget
  • Review contracts and provide high-level fiscal analyses of potential financial obligations and opportunities, ensuring contract language and invoicing procedures align with agency policy
  • Develop,in accordance withrequested practice, monthly financial statements, budget snapshots, expenditure summaries, and prepare materials for facilitation review at the Finance Committee, Board, and Policy Council meetings
  • Provide information, insight, and guidance with respect to financial matters to theCEOand Senior Leadership Team
  • Lead, supervise, train, and mentor the Finance Department Staff
  • Complete performance evaluations of direct reports annually
  • Other duties as assigned

Education Requirements:

  • Bachelor’s degree in finance or related field
Preferred Education
  • Master’s in business administration, finance or related field

Experience and Skills Requirements:

  • Minimum of 10 years’ experience in managing and leading finance programs and teams, with increasing responsibility for fiscal management
  • Leadership role with 5 to 7 years' experiencerequired
  • Certified Public Accountant (CPA) license preferred but notrequired
  • Extensive knowledge offinancial managementprinciples, concepts, theories, and techniques and working in a federally funded and regulated environment
  • Skilled in managing and overseeing all areas of a finance department including accounting, budgeting, financial statements, audits, and other financial reporting
  • Experience in nonprofitfinancial managementincludingidentifyingand interpreting and applying fiscal policies, fulfilling grant fiduciary requirements, meeting and adhering to funding technical directives, state or federal standards and regulations, program auditing and implementing compliance processes/procedures
  • Direct knowledge and experience with federal and state financial grants management
  • Ability to present and explain accounting practices, procedures, and protocols, as well as monthly and regular financial reports to Board of Directors
  • Familiarity with government fiscal administration requirements and Head Start experienceis preferred
  • Strong skills in data and fiduciary analysis and budget forecasting
  • Thorough understanding of all financial documents including balance sheets, income statements, cash flow reports, 990s, Audited Financial Statements
  • Knowledge of managing facility and capital assets
  • Strong interpersonal and communication skills as well as presentation to governing boards
  • Working understanding of cost allocation formulas and cost accounting

Physical Requirements:

  • The physical demands and work environment described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:
  • Sit for long periods of time with daily use of computer screen;
  • Do tasks involving repetitive arm and hand movements, such as heavy word processing/keyboarding, using various office tools to collate, punch, cut, or stamp paper and other repetitive or high‐volume tasks such as bulk mailings, filing projects, etc.;
  • Occasional filing is required. This would require the ability to lift files, open filing cabinets and bending as necessary;
  • Occasionally required to stand, walk and reach with hands and arms;
  • Occasionally lift and/or move up to 50 pounds

Work Environment/Conditions:

  • Work is normally performed in a typical interior/office work environment.
  • Job tasks are performed in close physical proximity to other people

Organizational Requirements:

  • Current enrollment in the Child Care Division’s Central Background Registry
  • Current physical examination, drug screen, and TB screen documentation prior to hire
  • Desire to work within human service organizations and programs serving low-income families and communities
  • Communicate effectively with staff, families, children, and the public using the telephone and in face‐to‐ face, one‐to‐one, and in group settings in a professional and positive manner
  • Fluent in English both verbally and written
