OVERVIEW
Provide support across two focus areas: operational support to the Supplemental Labor Management Office (SLMO) (60%) and Contracting Officer Representative (COR) Program and Invoicing Support to the COR Support Team (40%). The role includes data and document maintenance, procurement file maintenance, process compliance, customer assistance, and facilitation of day‑to‑day operations and full lifecycle oversight of the SLMO Operations and COR Support program. Program support is provided to internal and external clients including the SLMO Manager, Contracting Officer, Operations Team Lead, COR Support Team, and multiple CORs.ASSIGNMENT RESPONSIBILITIES
Supplemental Labor Program Coordination (60%) Monitor and coordinate daily transactions of the supplemental labor program including requisition/submittal process, candidate placement, time and expense sheet approval, annual training tracking, troubleshooting, and problem resolution, and other activities required to administer the Vendor Management System (VMS), known as Fieldglass. Act as point‑of‑contact for managers, assisting with procurement description (API), job posting, interview, candidate shortlisting, and selection, and answering inquiries on the SLMO Helpline. Facilitate onboarding, assignment maintenance, off‑boarding, and transition of contract personnel to new assignments. Maintain communication with internal clients and external suppliers, providing training to Fieldglass users, advising clients on policies, and coordinating documentation flow between SLMO and suppliers. Recommend and draft process solutions to increase efficiency, leveraging industry knowledge and best practices; draft process tools, records, process maps, and operating procedures. Perform operations program coordination tasks associated with special projects such as Kaizen events, Supplier 101 Training, cross‑organizational outreach/training, and promotion of program improvement implementations. Provide operational and program support for SLMO Operations Team Lead, SLMO Manager, Senior Policy Analyst, and contracted Officer; tasks may include drafting agendas, taking notes, scheduling meetings, and maintaining records. Obtain and request appropriate documentation for procurement files, maintain filing system(s) and records in compliance with INFOSEC and IGLM standards, and validate records for auditing. Facilitate onboarding and off‑boarding of outsourced contract workers (non‑CFTE). COR Program and Invoicing Support (40%) Review daily reports to validate vendor invoice intake from internal and external payment systems; verify against requirements to confirm proper invoice status. Assist stakeholders with invoice verification and routing to allow COR approval, meeting Prompt Payment Act requirements. Research root causes of stalled or returned invoices, including routing issues and discrepancies between invoices and system entries. Provide troubleshooting for CORs, resolving invoice location, verification, and navigation issues within processing systems. Provide front‑line customer service to vendors, internal employees, and team members via phone or email; forward complex issues to higher‑level personnel. Complete tasks for internal reporting and tracking related to COR programmatic, operational, and training initiatives; download reports, verify SharePoint hyperlinks, and update data feeds. Conduct outreach, coordination, scheduling, and support for COR File Quality Reviews. Monitor internal and external invoice platforms and Power BI reports to identify and address exceptions, including past‑due invoices. Monitor a shared email inbox, triage, categorize, and assign inquiries to relevant team members, facilitating workflow continuity. Send prepared emails from the shared inbox on behalf of the COR Support team to CORs and stakeholders regarding training reminders, invoice processing, and program initiatives. Participate in continuous improvement of invoicing procedures by drafting, recommending, and implementing process changes.REQUIREMENTS
Education & Corresponding Experience Associate’s or Bachelor’s degree in Business Administration, Business Management, Business Operations or related field preferred. 2 years of experience required with an applicable Bachelor’s Degree. 4 years of experience required with an applicable Associate’s Degree. 6 years of experience required without an applicable degree. Experience must align with program/project coordination/control and progressively technical in nature. Staffing and/or Recruiting experience is not required. Required Technical Skills & Experience Intermediate to Advanced skills in Microsoft Outlook, Excel, PowerPoint and Word. 2 years of mid/high‑level, process‑driven customer service experience or experience in operational support positions. Capability to apply diversified knowledge of principles and practices in assigned technical areas.
