GIS COORDINATOR

Grand Forks County is seeking an experienced GIS Coordinator to join our Tax Equalization & Planning Department.

In this role, you will serve as the County's primary GIS resource, maintaining accurate geographic information and developing mapping, data, and GIS solutions that support property assessment, planning and zoning, public infrastructure, 911 addressing, and other County operations.

• Support County Operations: Maintain accurate parcel, ownership, boundary, land use, and other geographic information used throughout County government.
• Apply GIS to Real-World Challenges: Use GIS technology, spatial analysis, mapping, and property research to support assessment, planning, zoning, infrastructure, 911 addressing, and other County programs.
• Work Across County Government: Partner with County departments, municipalities, governmental agencies, consultants, and the public to provide reliable geographic information and practical GIS solutions.
• Build and Improve GIS Services: Develop and maintain GIS applications, maps, databases, and other tools while identifying opportunities to improve data accuracy, efficiency, accessibility, and service delivery.
• Be a Technical Resource: Provide GIS training, technical assistance, and guidance to County employees and other authorized users while communicating complex geographic information in a clear and understandable manner.

Key Responsibilities

GIS Administration & Data Management: Administer and maintain the County's enterprise GIS, including parcel, ownership, boundary, land use, aerial imagery, and other geographic data.

Property & Land Records: Research deeds, plats, surveys, legal descriptions, ownership records, and parcel history to establish and maintain accurate property information.

Assessment & Tax Equalization Support: Provide GIS data and analysis supporting property assessment, agricultural valuation, tax equalization, property tax relief programs, and related statutory requirements.

Planning, Zoning & 911 Addressing: Maintain GIS information supporting planning, zoning, subdivision review, floodplain management, land use administration, and 911 addressing.

Mapping & Spatial Analysis: Produce professional maps, exhibits, reports, and spatial analyses and perform research and calculations involving parcels, acreage, boundaries, ownership, and other geographic information.

County & Infrastructure Support: Provide GIS services and mapping products supporting County departments, including Highway, as well as municipalities, townships, governmental agencies, and other authorized users.

GIS Technology & Applications: Develop and maintain GIS databases, web applications, mapping services, and other GIS technology; coordinate with Information Technology regarding enterprise systems, software, hardware, security, and technical support.

Training & Technical Support: Provide GIS training, documentation, technical assistance, and user support to County employees and communicate GIS concepts effectively to technical and non-technical audiences.

Education & Experience Requirements

Education: Bachelor's degree in Geographic Information Systems, Geography, Cartography, Computer Science, Land Surveying, or a closely related field; or an equivalent combination of education and experience.

Experience: Experience working with GIS, geographic data, mapping systems, or a related field. Experience with property records, cadastral mapping, land records, surveying, property assessment, planning, or local government GIS is preferred.

Technical Experience: Experience with ESRI ArcGIS and related GIS applications. Experience with GIS databases, spatial analysis, and geographic data maintenance preferred.

Status and Hours

Full-time, based on 40 hours per week, Monday through Friday, benefit eligible. There may be variation in work hours and days to support department and County needs. This position is not eligible for teleworking.
