Technical Specialist- ExpertSystems Certification Manager/Advanced Planning Writer This position manages the overall CMS Systems Certification process for NC Medicaid and serves as the CMS Certification Expert. This role establishes quantifiable outcome statements and metrics, develops, enables, and monitors certification strategy for each project within the program, and manages the general alignment with MITA and the seven standards and conditions for the certification and compliance functions. Additionally, this role develops Advanced Planning Documents, and other documentation required for the planning, implementation, and operations activities which include, leading the APD kickoff, review, and closeout meetings, and drafting CMS submittal letters. This role collaborates with internal and external stakeholders, project teams, technical teams, vendors, contract and budget offices, and other key stakeholders to support the NC Medicaid, Medicaid Enterprise System (MES) Program.Skill - Required / Desired - Amount - of ExperiencePrior expert experience with Quality, Safety & Oversight - Centers for Medicare & Medicaid Services Certification & Compliance process. - Required - 7 YearsPrior expert working knowledge of government regulations as they pertain to the grant proposal and Advanced Planning Document writing process. - Required - 7 YearsPrior experience in technical and detailed writing, editing, and proofreading of required supporting documentation. - Required - 5 YearsPrior experience in RFP or RFI development or experience in a procurement environment. - Required - 5 YearsPrior experience preparing healthcare information technology proposals or working in the healthcare technology environment. - Required - 7 YearsPrior knowledge of Budgeting, and/or Accounting as it pertains to Advanced Planning Documents. - Required - 7 YearsPrior experience with NC Medicaid, other State, County or Health and Human Services. - Required - 7 YearsPrior expert experience with the Centers for Medicare & Medicaid Services Systems Certification process. - Required - 7 YearsPrior expert experience developing quantifiable outcome statements and metrics. - Required - 7 YearsPrior expert experience with the Medicaid Information Technology Architecture (MITA) framework. - Required - 7 YearsPrior experience developing and executing Centers for Medicare & Medicaid Services Systems Certification strategy documents. - Required - 7 YearsPrior expert experience in developing Advanced Planning Documents, and the overall Centers for Medicare & Medicaid Services submission process. - Required - 7 YearsExpert collaboration experience with internal and external stakeholders, project teams, technical teams, and vendors. - Required - 7 YearsPrior experience with developing the Medicaid Detailed Budget Tables (MDBT) - Required - 5 YearsPrior experience drafting technology narratives required to articulate the status of activities for all projects in various phases. - Required - 7 YearsPrior expert experience working in the Medicaid Management Information System (MMIS) arena. - Required - 7 Years Suncap Technology
