Summary This vacancy is for a GS-0081-9, Lead Firefighter located in the Department of Homeland Security, U.S. Coast Guard, BASE KODIAK FIRE SAFETY DIVISION -FF in KODIAK, Alaska. Responsibilities You will serve as a Lead Firefighter and be responsible for providing aircraft crash fire protection, structural fire protection, vessel fire protection, hazardous materials response, weapons of mass destruction, confined space rescue, and emergency medical assistance services. Customer groups include Coast Guard commands and personnel, the City of Kodiak, Womens Bay Community, Bayside Community and other outlying island communities, in compliance with a mutual aid agreements, and the Kodiak Airport per the State Airport Agreement. The position performs leadership and technical duties. The incumbent works shifts and day work schedules to meet mission and staffing requirements and is subject to recall from an off-duty status. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Performing/directing the performance of routine tests, inspections, and servicing functions on all fire department equipment and fire apparatus (following manufacturer's specifications). Providing guidance and direction (mentoring) to subordinate staff (Firefighter-Driver/Operators, ILS or BLS) and/or new work force staff regarding station operations to meet the goals and objectives of the department. Maintaining organizational harmony and exercising personal discipline in support of management's goals and objectives. Leading company fire and safety inspections of Base Kodiak facilities and fire extinguishers, conducts and/or assists with the performance of basic fire investigations. Controlling and extinguishing fires in situations involving hazards that are difficult to recognize such as in storage facilities for large quantities of exotic or conventional fuels, explosives, chemicals, or other highly unstable materials. Assisting in determining compliance status of inspected sites for use in inspection and enforcement targeting, identifying potential violators, and innovative compliance settlements. Reviewing engineering drawings, blueprints, and building specifications to ensure that building maintenance and repair, modifications, renovations, and new construction projects incorporate fire-safety standards and criteria. Work may require overnight travel off-island to remote LORAN stations and other CG/DOD facilities/locations and public/private organizations for training or other purposes. Commercial and/or military transportation may be required. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. MAXIMUM ENTRY AGE: This position requires a maximum entry age for an initial appointment; applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the designated entry age limit, but who have previously serviced as a federal employee in a covered position, may be eligible to re-enter the firefighter/LEO service provided that they: (1) meet all applicable qualifications for the position and (2) will be able to complete a total of 20 years of covered an creditable Federal fire/LEO service by the time the firefighter/LEO reached the age of 57. If filled by a member of the Ready Reserve, appropriate action must be undertaken to change the incumbent's reserve status to a status other than that of Ready Reserve. Qualifications To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-08 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Conducting administrative and personnel management procedures and requirements, financial and organizational processes; including Quality Improvement techniques. Knowledge of recognized standards covering structural and aircraft fire response procedures/techniques and fire prevention. Knowledge of the operation and inspection procedures for various fire protection systems. Conducting fire certification training and examinations. Operating, maintaining, and making minor repairs to crash and structural apparatus, assigned vehicles and firefighting/rescue equipment. Leading fire and safety inspections of structures, fire extinguishers, and/or assists with the performance of basic fire investigations. In addition to the requirements above, possession of the following qualifications and certifications are highly desired upon application. EMT - Basic Life Support - EMT certification shall be in accordance with the State or National Registry of Emergency Medical Technicians requirements.
