The Independent Evaluation Group's (IEG) mission is to improve World Bank Group (WBG) development results through excellence in evaluation. IEG also aims to promote an operational learning culture in the WBG by identifying and disseminating the lessons learned from evaluation work. IEG is directly responsible for:
• Assessing whether WBG programs and activities are producing the expected results;
• Making recommendations to help improve the development effectiveness of WBG programs and activities, and their responsiveness to member countries' needs and concerns;
• Appraising WBG self-evaluation and result measurement systems and attesting to their adequacy to the Boards;
• Reporting periodically to the Boards on actions taken by the WBG in response to evaluation findings and recommendations, and on the measures being taken to improve the overall evaluation system, including dissemination and outreach activities;
• Cooperating with the evaluation heads of other international organizations through the Evaluation Cooperation Group (ECG); and
• Encouraging and assisting client countries to build effective monitoring and evaluation systems and capabilities.
IEG reports directly to the Board of Executive Directors through the Committee on Development Effectiveness, and is led by the Director General, Evaluation ("DGE").
In addition, since its launch in 2021, IEG has supported evaluation capacity development, hosting and coordinating the Global Evaluation Initiative, a global partnership that supports the development of national M&E capacity in low and low-middle income countries.
IEG adapts to an ever-changing WBG organizational, budgetary, and international development context. This includes improving evaluation systems, methods, and syntheses with Artificial Intelligence, utilizing new data sources, and adapting products and processes to enhance the responsiveness, impact and influence of evaluation in a fast-changing development landscape. The IEG is in search of Manager, IEG Operations. To support the effective delivery of IEG's mandate, the Manager, IEG Operations, plays a critical integrating role across IEG's operational, strategic, and resource management functions. The position is based in Washington, DC. It reports to the Director General, Evaluation.
Manager, IEG Operations, is responsible for supporting the smooth and efficient functioning of IEG as a VPU. This role provides strategic operational and management leadership to ensure that IEG's work program is delivered effectively, on time, that resources are managed responsibly, and that institutional processes support IEG's independence, quality, and accountability obligations. Manager, IEG Operations, acts as a trusted advisor to IEG senior management and serves as a peer-to-peer pivot in the management of people, financial resources, IEG products, services, and institutional relationships.
Duties and Accountabilities Strategic Planning and Work Program Management
• Lead and coordinate the process for developing IEG's annual and medium-term work program, including liaison with the Senior and Extended Leadership Teams and managing consultations with Executive Directors and CODE.
• Monitor delivery against the work program, flagging risks, delays, or resource constraints to senior management in a timely manner.
• Develop a functional operations delivery system linked to IEG's MDS.
• Prepare and coordinate inputs for corporate reporting instruments, and relevant Board reporting.
• Support the DGE and Directors in the preparation of IEG's strategic plans and annual reports, ensuring consistency, quality, and alignment with IEG's mandate.
• Serve as secretariat to IEG's senior leadership team, organizing meetings, preparing agendas, ensuring follow-up on decisions, and maintaining institutional memory.
Resource Management and Budget
• Lead the preparation and oversight of IEG's annual budget, in coordination with the DGE and in line with institutional guidelines and Budget Committee processes.
• Monitor budget execution across IEG's units, ensuring balance between budget sources and projected expenditures, and preventing overruns or significant underruns.
• Provide timely financial reporting and analysis to IEG management, including cost projections, staffing costs, trust fund utilization, and administrative expenditures.
• Oversee the allocation of resources across IEG's work program, ensuring alignment with strategic priorities and efficient use of staff time, consultant budgets, and operational funds.
• Review and authorize administrative expenditures within delegated authority and ensure compliance with WBG financial policies and procedures.
• Oversee the provision of support to evaluation units across IEG in budget preparation and budget management, including advice and support on TF management.
Human Resources and Talent Management
• Support IEG management and collaborate with HR on staffing strategy, including decisions related to numbers, levels, and skills required to deliver the work program.
• Coordinate recruitment processes, working with HR and IEG Directors to ensure timely and quality hiring, and appropriate diversity in shortlists.
• In cooperation with HR, oversee performance management processes across IEG, including coordinating the annual performance cycle.
• Oversee onboarding of new staff and Extended-Term consultants/ temporaries, including orientation to IEG's mandate and operational systems.
• Identify staff learning and development needs, and coordinate responsive learning initiatives and knowledge transfer activities in partnership with WBG HR.
Operational Effectiveness and Institutional Processes
• Oversee IEG's Internal Operational Instruments, ensuring they remain fit for purpose.
• Drive continuous improvement in IEG's operational processes, identifying inefficiencies and recommending and implementing solutions.
• Ensure IEG's compliance with WBG corporate policies, including procurement, travel, records management, information security, and audit recommendations.
• Coordinate responses to internal and external audits and external reviews, ensuring timely follow-up on recommendations.
• Manage IEG's information technology in coordination with ITS, including decisions related to business requirements, implementation plans, and safeguarding of data assets.
• Provide intellectual and strategic input on operational and institutional issues brought to IEG management's attention, drawing on a sound understanding of WBG policies, processes, and institutional sensitivities.
Stakeholder Engagement
• Manage IEG's relationships with WBG oversight and administrative units, including HR, Budget, ITS, Legal, INT, and the Internal Audit Department.
• Support the DGE in managing IEG's relationship with CODE and the Boards, including logistics for CODE meetings, attendance at Board meetings, and follow-up on Board decisions.
• Represent IEG in corporate-level meetings and working groups on administrative, operational, and resource management matters, as delegated.
Team Management and Functional Leadership

• Demonstrated experience managing and supporting teams, with track record of building enabling work environments.
