Lead the Judicial Branch’s centralized HR strategy as a senior HR leader for Delaware’s courts in Wilmington, DE (onsite). Responsibilities Provide senior leadership for all human resources functions across the Judicial Branch, aligning work with organizational strategic goals and mission. Develop and implement branchwide workforce planning strategies supporting organizational growth, succession planning, operational efficiency, and long-term workforce sustainability. Direct creation, implementation, and administration of centralized HR policies, programs, and procedures in compliance with federal and state laws, collective bargaining agreements, and Judicial Branch policies. Oversee compensation administration, including salary analyses, advanced salary recommendations, classification studies, pay plan administration, position management, and compensation equity initiatives. Partner with leadership and fiscal staff to forecast personnel costs, monitor expenditures, and support budget development. Lead organizational reviews of position classifications, reporting structures, and workforce alignment to ensure appropriate classification, operational effectiveness, and compliance. Serve as the Judicial Branch’s senior advisor on labor and employee relations, covering collective bargaining, contract administration, grievance resolution, and disciplinary matters. Provide strategic guidance on complex employee relations topics, including investigations, disciplinary actions, conflict resolution, and risk management. Develop and oversee branchwide learning, leadership development, compliance training, and professional development initiatives to improve performance, engagement, and retention. Analyze workforce trends, compensation data, recruitment metrics, and organizational performance to recommend actions that strengthen operational effectiveness and support decision-making. Represent the Chief Justice as the Judicial Branch designee on the State Employee Benefits Committee (SEBC), advising on employee benefits, healthcare initiatives, compensation, and workforce wellness programs. Build partnerships with court administrators, judicial officers, executive leadership, legal counsel, labor organizations, and external agencies to support consistent HR practices. Supervise HR and Training leadership staff; provide strategic direction and functional guidance to HR professionals across the Judicial Branch. Requirements Bachelor’s degree or higher OR four years of professional human resources experience OR three years of professional human resources experience plus a Statewide Human Resource Certification or professional human resource certification. Three years of human resource management experience that includes planning, organizing, coordinating, and implementing human resource operations for at least one HR function. Three years of experience developing and evaluating HR policies and procedures. Two years of strategic planning experience (typically mapping a 3 to 5 year path using objectives, strategies, supporting activities, and performance measures). Two years of operations management experience involving planning, directing, coordinating, controlling, and evaluating operations through subordinate supervisors. Knowledge of labor relations, including collective bargaining and grievance resolutions.
