Director OF Facilities

BASIC FUNCTIONS Under the direction of the Assistant Superintendent of Facilities, Planning & Development, the Director of Facilities, Planning & Development plans, directs, coordinates, and supervises various activities relating to land acquisition, planning, construction, modernization, renovation, and reconstruction of facilities. Directs, oversees and develops all aspects of facilities planning and construction including: Long-Range Facilities Master Plan, enrollment planning, projections and analysis, District’s Educational Specifications, District’s Capital Facilities General Obligation Bond Program and State Facilities Program (S.F.P.) projects. RESPONSIBILITIES Effectively oversee and manage the Capital Facilities Program of one of the largest school districts in the State. Prepare capital facilities plans, budgets and schedules. Serve as liaison with public agencies, technical consultants, and specialists regarding issues related to project entitlements, approvals, design and construction. Conduct complex studies and projections relating to demographics, building trends, economics, and land values. Provide annual and long-range enrollment projections, recommend boundary adjustments and student housing adjustments; serve as District California Environmental Quality Act (CEQA) Officer and oversee effective compliance with CEQA requirements. Develop and recommend site selection and purchase of new school sites and modifications to existing campuses. Utilize project management systems to effectively evaluate and advance the development of construction documents. Represent the District as staff to support the work of the Citizens’ Bond Oversight Committee. Prepare accurate and timely reports on the status of all capital facilities-related accounts, including cash‑flow analysis, S.F.P. accounting reports, expense reports, entitlements, and audits. Assure compliance and approvals with all Division of State Architect (DSA) standards and requirements. Assure compliance and approvals with all California Department of Education (CDE) standards and requirements. Serve as District representative to communicate project plans to the public. Develop and maintain an inventory of all square footage of permanent and portable buildings, including their ownership status for District and S.F.P. reports. Calculate, prepare, submit, and monitor forms for District eligibility for S.F.P. funding programs. Maintain accurate knowledge of legislation related to all matters concerning Facilities, Planning & Development. Oversee and manage the District’s Capital Facilities Developer Fees program; interpret Title 5 and California Energy Commission (CEC) Code as it relates to school facilities. Act as liaison to CDE, Office of Public‑School Construction (OPSC), CEC, Department of Toxic Substances Control (DTSC), and Division of State Architect (DSA) state agencies. Assist with the bidding process to achieve successful bids. Recommend contract changes, amendments, change orders, and similar modifications. Perform related duties as assigned. KNOWLEDGE OF AND ABILITIES Knowledge of terminology, methods, and practices used in architectural design; California building codes; DSA requirements and specifications; energy‑efficient practices, state and local zoning regulations; project and construction management and reporting systems and methods; current methods of funding school facilities; applicable federal, state, county, local planning & development laws; current changes in legislation, SFP regulations, court cases or related action; applicable National Environmental Policy Act of 1969 (NEPA) and CEQA statutes, laws, rules and procedures; and CDE, DSA, CEC, OPSC, and DTSC agency requirements. ABILITY TO Interpret state, local, and architectural laws, regulations, and requirements; interpret data from a variety of sources to extract necessary data in development of reports; prepare reports to determine and pursue District eligibility for funding of facility projects; manage District’s AutoCad/CAD design programs; manage District’s Geographic Information Systems (GIS); establish and maintain effective working relations with co‑workers, agency representatives, and the general public; physically inspect construction sites; walk outdoors for long durations; climb ladders; drive an automobile. EDUCATION AND EXPERIENCE Master’s degree preferred or a Bachelor’s degree in architecture, engineering, business administration, public administration, city planning, or a related field and at least three years of experience in facilities, planning and development which includes three years of management‑level supervisory experience. Must possess a valid California Driver’s License during the course of employment. Must be insurable at standard rates and maintain such insurability during the course of employment. Must provide personal transportation for job‑related travel. WORKING CONDITIONS Field work – construction sites, ladders, and heights. Subject to frequent interruptions and daily contact with staff and public. PHYSICAL ABILITIES Dexterity of hands and fingers to operate standard office equipment. Hearing and speaking to exchange information in person, on the telephone, or making a presentation. Visual ability to read, prepare/process documents and small figures. Physically inspect construction sites. Walk outdoors for long durations. Climb ladders to significant heights. Drive an automobile. HAZARDS Extended viewing of computer monitors and use of keyboard and mouse. Working with and around office equipment having moving parts. Construction zones and environments.
