Appraisal And Re-Evaluation Of Real Estate For Tax Purposes

An employee in this position performs responsible technical and professional work in the appraisal and re-evaluation of real estate for tax purposes.

Examples of duties include:

  • Performs field listing and assessing duties; appraises residential dwellings, farm, and vacant properties, and building improvements such as pools, piers and storage buildings; determine exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms and areas, finishes, types of HVAC, etc.; determines functional and physical depreciation of the structure; photographs properties, documents field measurements and enters property information into tax appraisal software.
  • Makes decisions as to the quality and construction details of the property being assessed to maintain consistency within neighborhoods; appraises properties by giving the structures or land a fair and consistent evaluation with the market value for tax assessment.
  • Monitors sales and analyzes factors that influence property values; monitors local property trends and construction activities.
  • Works with property owners and attempts to resolve any appeals before going to the Board of Equalization and Review; researches and compiles information substantiating values and defends values on appeals before the Board.
  • Communicates with property owners during the appraisal processes; answers questions from taxpayers, attorneys, appraisers, real estate agents and other regarding questions about tax value, sales, location etc.
  • Provides general customer service to tax payers, the general public, attorneys, developers, banks, realtors and others.

Additional duties include:

  • Backs up other staff as needed.
  • Performs related duties as required.

Typical qualifications include:

Graduation from a community college with major course work in real estate, business or a related field, and some experience in real property appraisal; or any equivalent combination of training and experience.

Special requirements include:

  • Certification by the State of North Carolina as a County Real Property Appraiser within two years of employment.
  • Possession of a valid NC Driver's License.

Supplemental information includes:

  • Criminal records check, drug screen, references and transcripts will be required for the successful candidate.

  • Diplomas and Degrees must be received from appropriately accredited institutions.

Scotland County offers a wide range of benefits, including healthcare, supplemental plans and retirement programs.

Health: We offer a high-deductible health plan with a $5000 deductible (Single). This program includes a Health Savings Account (HSA). Employee only coverage is completely funded by the County, PLUS the County contributes $1200 to the HSA annually.

Dental: Our dental plan provides for preventive services, such as cleanings each year, at 100%. There is a $25 deductible for other services. Basic services pays at 80% and other major services at 50%. The County contributes $14.47 per month for employee coverage.

Voluntary Plans: Employees may choose from a variety of plans arranged through Mark III Benefits. These include AFLAC Accident, Critical Illness and Hospital Indemnity plans; MetLife Group Cancer; MassMutual Whole Life; and Superior Vision plans. In addition we offer Short-term and Long-term disability.

Life Insurance: The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.

Retirement: Pension is offered through the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account. The County also contributes at 14.40% (law enforcement 16.08%). 401(k) and 457 are supplemental retirement plans administered by Empower. For the 401(k) plan, employees contributing a minimum of 1% are eligible for the County contribution of 2.5% toward their account. Employees contributing at least 3% or greater are eligible for a County Contribution of 3%. Law Enforcement Officers receive a 5% County contribution. The 401(k) plan offers both pre-tax and Roth after-tax contributions. The 457 plan is tax-deferred with no minimum contribution requirements.

Longevity Pay: The County offers longevity pay to employees with at least 5 years of continuous service.
