Job Description

The Team Developer is a non-exempt management position that reports to the Executive Director and is responsible for overseeing and coordinating Medicaid-funded programs. The role combines program administration, staff supervision, client services, compliance oversight, budgeting, reporting, and organizational leadership .

 

Key Responsibilities

Program Management

• Ensure programs operate in compliance with organizational policies, Medicaid regulations, and professional standards.
• Maintain client records, documentation systems, and program data.
• Monitor program activities and manage risks.

Staff Leadership

• Recruit, hire, train, supervise, and evaluate program staff.
• Implement HR policies and maintain confidential personnel records.
• Develop staff schedules and ensure employees receive training in areas such as medication management, crisis intervention, budgeting, housing support, documentation, and client advocacy.
• Supervise up to 50% of employees and clients served.

Administrative & Financial Oversight

• Prepare reports for leadership and the Board.
• Communicate with funders and ensure billing and claims submissions are accurate and timely.
• Assist with budget monitoring and financial accountability.

Client Services

• Provide direct support to clients when needed.
• Develop and implement assessments, social histories, service plans, and interventions.
• Monitor client goal progress and complete required reporting.
• Audit documentation for quality and Medicaid compliance.
• Promote client health, safety, independence, community involvement, and advocacy.

 

Qualifications

• Bachelor's degree in a related field preferred; significant management experience may substitute.
• At least 3 years of human services experience .
• Knowledge of program management, Medicaid services, budgeting, operations, and best practices.
• Strong computer, communication, leadership, and organizational skills.
• Experience leading teams and managing multiple priorities in a fast-paced environment.

Working Conditions

• Primarily office-based, with community-based client interactions as needed.
• Occasional evening, weekend, and on-call responsibilities.
• Requires mobility and physical activity, including lifting up to 50 pounds, walking, standing, bending, and twisting.
• Fast-paced environment with multiple responsibilities and deadlines.

 

Overall

This is a mid-to-senior level leadership role in human services that balances program oversight, staff management, Medicaid compliance, and direct client support to ensure high-quality services for adults receiving Medicaid-funded supports.
