Federal Contracts Manager,  Bethesda, MD (Hybrid)

Job Type: Contract (6 months) with potential for extension or hire

Pay Rate: $65-$67/hour

Work Authorization: U.S. Citizen or Green Card Holder

We are seeking an experienced  Federal Contracts Manager to oversee the administration, negotiation, and management of a diverse portfolio of federal government contracts supporting public health, research, and related programs.

This role will partner with business leaders, project teams, finance, legal, and compliance stakeholders to provide contractual guidance throughout the full contract lifecycle. The ideal candidate will have strong federal contracting experience, a thorough understanding of FAR regulations, and experience managing complex federal contract vehicles.

Key Responsibilities

• Manage and administer a portfolio of federal government contracts from pre-award through closeout.
• Review, negotiate, and administer contracts, subcontracts, modifications, and related agreements.
• Provide contractual guidance and risk assessments to project teams and organizational leadership.
• Support proposal development, capture efforts, and contract strategy activities.
• Review solicitations, RFPs, task orders, and contract documentation for compliance and business risk.
• Ensure compliance with FAR, agency regulations, company policies, and contractual requirements.
• Administer a variety of contract types including Cost Reimbursement, Fixed Price, Time & Materials, IDIQ, BPA, and GSA Schedule contracts.
• Draft and negotiate non-disclosure agreements, teaming agreements, consulting agreements, subcontracts, and other business agreements.
• Collaborate closely with finance, legal, operations, and business development teams to support successful contract execution.
• Assist with process improvements, training, and mentoring of contracts staff as needed.

Required Qualifications

• Bachelor's degree in Business, Contracts Management, Finance, Legal Studies, or a related field. Advanced degree preferred.
• 10+ years of experience in federal government contracts administration and management.
• Strong understanding of the Federal Acquisition Regulation (FAR).
• Experience administering multiple federal contract types, including Cost Reimbursement, Fixed Price, T&M, IDIQ, and BPA contracts.
• Experience reviewing and negotiating subcontracts and other contractual agreements.
• Strong communication, negotiation, analytical, and problem-solving skills.
• Ability to manage multiple priorities and stakeholders in a fast-paced environment.
• Experience supporting federal civilian agencies, research organizations, public health programs, or related government-funded initiatives.

Preferred Qualifications

• Experience supporting programs funded by HHS, NIH, CDC, FDA, or other federal civilian agencies.
• Experience with research, healthcare, public health, life sciences, or clinical research programs.
• Experience negotiating data-related agreements, subawards, or research partnerships.
• Familiarity with Deltek Costpoint or similar contracts management systems.
• Knowledge of compliance requirements related to federally funded research programs.
