OPERATIONS MANAGER

Summary

Plans, directs and coordinates operational activities of transit division to provide safe, reliable, efficient, and accessible bus and van transport services in the regional transit area.

Essential Duties

• Supports Dispatch Supervisors in the achievement of daily goals.

• • • Evaluate bus routes and coordinate development of scheduled Run-cuts and operator bids. Incorporate special movements into schedule as needed.
    • Ensure compliance of demand-response services in accordance with the Americans with Disabilities Act of 1990.
    • Coordinate terminal and dispatching activities.

• Handles Performance Appraisals in a timely, clear and objective manner.

• • • Inspect physical facilities of terminal and buses and report issues to Safety/Training Supervisor.
    • Process passenger complaints and initiate corrective actions designed to improve customer relations and services.
    • Review trip and dispatch logs for conformance with schedules.
    • Perform on-board evaluations of Operators.
    • Responsible for maintenance of all MIS systems as it relates to Operations.
    • Manage Department Assets.
    • Responsible for interviewing, and administering discipline of operations personnel.
    • Review operator bids for routes to determine assignments for driving personnel.
    • Direct preparation and retention of dispatch and vehicle operations records and reports.
    • Direct data collection for compliance reporting for operations.
    • Participate in labor relations and negotiation activities to maintain good working relationship with Union.
    • Monitors Operator hours on a regular basis.
    • Participate with other management personnel in formulating administrative and operational policies and procedures.

• • • Provide support to various committees.
    • Assist in collecting financial and operational data for planning projects.

• • • Review operating data and develop measures for addressing system performance deficiencies.
    • Prepare and present reports to appropriate boards, groups and/or committees.
    • Maintain working knowledge of applicable regulations, practices and policies.
    • Perform work safely in accordance with departmental safety procedures. Operate equipment safely

and correct or report any unsafe work condition to Safety/Training Supervisor.

• Read and obtain a thorough knowledge and understanding of the Discipline Code, the Employee Handbook, and the Collective Bargaining Agreement and all other policies and procedures and abide by them in the performance of duties.

• • • Treat all vendors, passengers and ValleyRide employees in a respectful, professional manner.

Education and/or Experience - Bachelor's degree (B. A.) or equivalent from four-year college or university; or two to four year's related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations - Possess a Class B CDL with airbrake and passenger endorsements. Satisfactorily pass physical examination in compliance with DOT/CDL regulations, showing capability to perform essential duties. Satisfactorily pass a drug test on request. This position is subject to the successful completion of a criminal background check.

Supervisory Responsibilities - Manage subordinate supervisors who in turn supervise a total of 60+ employees in the Operations Department. Responsible for providing the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies, the Collective Bargaining Agreement and applicable laws. Responsibilities include interviewing, new employees; planning, assigning, and directing work; appraising performance, including in-vehicle evaluations; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills - To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.

Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
