Campus Police Officer positions are full-time, over-time eligible positions that may be filled at the entry or lateral level. Position Purpose Under the general supervision of a Campus Police Sergeant, Campus Police Officers perform traditional law enforcement, peacekeeping and public service duties in accordance with Federal, State and College statutes and regulations; and are responsible for prevention of crime, apprehension of criminals and general enforcement of laws, ordinances and campus policies and procedures, as required. Nature and Scope Police Service Mission Statement “To make a positive difference for members of our community by seeking and finding ways to affirmatively promote, preserve and deliver a feeling of safety, security, and quality service.” The nature of police work requires that each Campus Police Officer possess the ability to expertly perform all of the tasks required to deal with the worst-case scenario. At any given time, a routine task being performed by a Campus Police Officer may suddenly become a violent confrontation. All skills, training and physical capabilities may be called upon instantaneously. Furthermore, Campus Police Officers are required to be a generalist with respect to their daily duties. The inability to perform even the most routine task conflicts with the public perception of what they can expect when they call for a uniformed Campus Police Officer. Campus Police Officers must have the ability to act decisively and without direct supervision in varying situations, including situations involving an element of personal danger. At the same time, a Campus Police Officer is required to be at all times approachable as a campus community member, helpful, personable, with an awareness of diverse cultural, socio-economic, personal and philosophical backgrounds and expectations. The mantra of law enforcement in Washington State, and in particular at the Evergreen State College Police Department/Department of Police Services, is that which is referred to as a “Guardian” approach to the law enforcement profession. This expectation is strictly enforced. Police Services is a 24/7 operation, requiring that Campus Police Officers be available to work day, evening and graveyard shifts, weekends and holidays and during emergency response situations. The current work schedule provides that the Campus Police Officer works one hundred sixty (160) hours in a twenty-eight (28) day period and may be changed on a temporary, permanent, emergency or employee-requested basis. Essential Functions Serve as liaison to community constituents with an emphasis on staff, faculty and residents of campus housing. Perform Campus Police Officer duties in accordance with professional standards and in compliance with Police Services standard operating procedures, department guidelines, applicable state and federal laws, local ordinances and related College policies and procedures. Maintain proficiency or expertise in federal and state, institution and department policies, rules and regulations. Provide protection and safety for persons and property on campus, which includes enforcement of federal, state laws and campus rules and regulations. Gather and secure evidence, protect crime scenes, investigate crimes, interview witnesses, suspects and other involved parties, make arrests and issue infractions and citations. Perform patrol functions by foot, bicycle and vehicle to prevent and detect criminal activity; investigate complaints of disturbance, accidents, stolen property, or criminal activity. Provide emergency and non-emergency assistance to local law enforcement agencies on and off campus as needed and/or requested. Document and write complete and accurate case and investigative reports on incidents responded to, describing detailed information and action taken and that meet the needs of the Thurston County Prosecutor’s Office. Operate police radios, emergency vehicle equipment and paging system. Monitor alarms for fire, intrusion, and other related security needs. Secure and unlock buildings and areas within as needed, or requested. Provide escorts on campus for personal safety and security as needed, within department policies and procedures. Provide security for campus special events, social and sports events. Enforce pet policy and perform animal control functions as necessary. Maintain proficiency in Use of Force and firearms skills. Complete department and State required training. Participate on committees, in meetings and otherwise represent the department as required. Attend staff meetings as required. Other duties as assigned. Additional Duties Provide parking/traffic assists including: directing traffic, jump-starts, vehicle entry and vehicle impounds (towing and booting equipment) within department policies and procedures. Provide unlocks or access for students, staff and faculty as is required by existing policy. Operate telephone switchboard by providing backup support for emergency communications operations. Ability to safely operate motorized vehicles. Skill and ability to know when to assume command, recognize dangerous and stressful situations, and when to take proper corrective action. Ability to work alone and collaboratively as a member of a team. Ability to apply common sense discretion when performing peacekeeping and law enforcement functions. Minimum Qualifications Desired Qualifications Prior law enforcement experience, including conducting internal investigations, performing dispatch operations and knowledge of International Association of Chiefs of Police and International Association of Campus Law Enforcement Administrators policies and procedures. Conditions of Employment Must provide proof of identity and employment eligibility within three days of beginning work. This position is part of a bargaining unit and covered by a collective bargaining agreement. Must be able to meet all conditions of employment as set forth in Chapter 139-07 of the Washington Administrative Code. Must possess or obtain a Basic Law Enforcement Academy certificate issued by the State of Washington Criminal Justice Training Commission ( CJCT ) or must qualify for and pass the CJTC equivalency course and examination. Must possess a valid Washington State driver’s license or obtain one within 30 days of hire. Have no felony convictions. Must submit to and successfully pass a background investigation as defined by RCW 43.101.095. Prior to an official offer of employment, a Declaration Regarding Sexual Misconduct form must be submitted to the college per RCW 28B.112.080. The college will contact current and past employers to verify this information. Applicants who provide inaccurate information in their declaration will be disqualified and, if the inaccuracies are discovered after the applicant has been hired, it shall be grounds for termination. Must successfully complete handgun and patrol rifle qualification courses. Must possess or obtain a valid basic first-aid card within twelve months of hire. Must possess or obtain a valid breathalyzer certificate within twelve months of hire. Must possess or obtain a valid radar operator certificate within twelve months of hire.
