PERIKIN Enterprises maintains a contract with the National Nuclear Security Administration (NNSA) Office of Nuclear Smuggling Detection and Deterrence (NSDD) (NA-213) within the Office of Global Material Security (GMS) (NA-21) to support the Department of Energy (DOE). NSDD works with international partners to strengthen capabilities to deter, detect, and investigate the smuggling of nuclear and radiological materials by providing the expertise and tools needed to respond to smuggling events. This includes the deployment and sustainment of radiation detection equipment.
The Government Contract Specialist will directly support the Contracting Officers (CO) for the Office of Partnership & Acquisition Services (NA-PAS-312) for NSDD to execute and maintain all phases of the program's contracting, acquisition, and financial assistance actions.
This position is currently requires a minimum of 1 day per week in the office, with the ability to telework up to the other 4 days per week from an approved location. Please note that telework arrangements are subject to change based on corporate or customer requirements.
JOB DUTIES
Solicitation Support
- Perform market research and draft justification and approval documents, synopses, requests for proposals (RFPs), and award documents for competitive and sole-source procurements.
- Prepare and coordinate acquisition packages in accordance with NNSA's Coordination and Approval Process (CAP).
- Provide administrative and logistical support for proposal evaluations, source selection reports, and offeror communications.
Contract Award Support
- Draft pre-negotiation objectives and price negotiation memoranda.
- Perform cost/price analysis of contractor proposals.
- Draft and process contractual documentation for new awards, modifications, and task orders.
- Support Contracting Officers (COs) by preparing correspondence, presentations, and briefing materials for meetings.
- Monitor contractor performance, track cost/schedule metrics, and respond to inquiries regarding contract performance.
- Ensure contractor compliance with contractual requirements, Cost Accounting Standards, and section 31 of the Federal Acquisition Regulation (FAR).
- Review and evaluate payment requests, analyze limitation-of-payment statements, and assist in recovering overpayments.
- Monitor contractor financial condition and compliance with small business requirements; provide timely notifications regarding cost overruns/underruns.
Post-Award Support & Closeout
- Maintain NNSA's Contract/Assistance Summary Spreadsheet (CASS) by tracking and balancing invoices and modifications monthly.
- Administer contracts to ensure compliance with terms and conditions.
- Execute administrative closeout procedures and modifications.
General Drafting & Writing Duties
- Draft, review, and edit technical and non-technical documentation to ensure consistency, accuracy, and adherence to federal regulations and NNSA templates.
- Organize and translate complex information into clear, accurate, concise written documentation.
EDUCATION & EXPERIENCE
- Bachelor's Degree in an applicable discipline
- 4 years of procurement experience with a government agency
MINIMUM REQUIREMENTS
- Ability to pass a background check and obtain a DOE Level Q Clearance
- Ability to work independently with minimal oversight
- Experience in Government Contracts, FFP and CPFF
- Knowledge of Government (preferably DOE) Contracting Practices and FAR standards
- Strong research and analytical skills with strong attention to detail
- Strong and professional writing and communication skills
- Ability to professionally interface with the client and Contractors/Offerors to the Government
DESIRABLE QUALIFICATIONS
- Active DOE Q or DOD TS clearance
- Knowledge of government systems, such as STRIPES and FAST
PHYSICAL REQUIREMENTS
- Prolonged periods sitting at a desk and working on a computer
- Must be able to lift a minimum of 15 pounds at times
- Domestic travel up to 5%
