Power Plant Operator
Architect of the Capitol
Summary This position is located in the Architect of the Capitol (AOC) Office of the Chief Operating Officer (OCO) under Director, Utilities and Power Plant Operations. The Assistant Director Operations Division’s Rotating Operations Branch (A, B, C, or D) appoints the Power Plant Operator who is responsible for ensuring safety, environmental compliance, reliability, efficiency, and operation of all equipment in the Capitol Power Plant (CPP) during the assigned shift. Duties The Power Plant Operator performs day‑to‑day operational tasks, monitors plant performance, conducts troubleshooting, performs maintenance and repairs, and ensures adherence to safety and regulatory standards. The operator works under minimal supervision, collaborates with other plant staff, and supports continuous improvement initiatives to maintain optimal plant performance. Requirements Applicants must satisfy all eligibility and qualification requirements by the announcement closing date. Screen‑out: Ability to perform the work of a Power Plant Operator with no more than normal supervision. Qualification – WG-8: Responsibility for learning the safety and operational aspects of the Capitol Power Plant. Requires knowledge of chilled water and steam generation, electric generation, fire protection, and chemical treatment systems. Must be proficient in troubleshooting, maintenance, inspection, diagnosis, repair, and replacement, and possess a working understanding of thermodynamic concepts and basic math skills for performance calculations. Qualification – WG-10: Responsibility for safety, environmental compliance, reliability, and operation of all plant equipment. Requires extensive practical knowledge of system operations, monitoring plant and staff performance, identifying problems, and mentoring subordinates. Must read engineering diagrams and apply practical experience to complex system issues. Qualification – WG-11: Same core responsibilities as WG-10 with added emphasis on leadership and mentoring.
