Essential Duties & Responsibilities:

• Serve as the designated Site Safety and Health Officer for assigned USACE projects and perform duties in accordance with EM 385-1-1 and project-specific contract requirements.
• Implement and administer the project Accident Prevention Plan (APP) and applicable Site Safety and Health Plan (SSHP).
• Maintain a regular presence at the project site and monitor active field operations for compliance with established safety requirements.
• Conduct and document daily safety inspections of work areas, equipment, tools, materials, and work practices.
• Identify unsafe conditions, behaviors, and work practices and ensure corrective actions are implemented promptly.
• Exercise stop-work authority when an imminent danger, serious safety deficiency, or violation of established safety requirements is identified.
• Review Activity Hazard Analyses (AHAs) for adequacy and ensure AHAs are communicated to affected employees, and implemented before work begins.
• Conduct or coordinate daily safety meetings, toolbox talks, preparatory meetings, and other required safety briefings.
• Ensure employees and subcontractors receive required site-specific safety orientation prior to beginning work.
• Monitor subcontractor safety performance and ensure subcontractors comply with the APP, AHAs, EM 385-1-1, OSHA requirements, and company policies.
• Review employee and subcontractor safety training documentation and verify required certifications remain current.
• Maintain required safety documentation, inspection records, training records, meeting documentation, permits, certifications, and related project safety files.
• Investigate accidents, incidents, injuries, illnesses, property damage, and near misses and assist with preparation of required reports and corrective actions.
• Coordinate required accident and incident notifications with project management, corporate safety personnel, and USACE representatives.
• Assist with job hazard identification and selection of engineering controls, administrative controls, personal protective equipment (PPE), and safe work practices.
• Inspect and monitor activities involving excavation and trenching, fall protection, electrical hazards, heavy equipment, material handling, lifting and rigging, confined spaces, hot work, hazardous materials, and other applicable high-hazard activities.
• Maintain communication with the Project Manager, Superintendent, Quality Control Manager, Corporate Safety Manager, and USACE safety representatives regarding project safety performance and emerging safety concerns.
• Participate in project planning and scheduling activities to identify upcoming high-risk work and required safety resources.

Required (Minimum Necessary) Qualifications:

• Education Requirements: High school diploma or equivalent required.
• Level of Experience Requirements: 5 years' experience in a safety role
• Current OSHA 30-Hour Construction or General Industry Safety training meeting EM 385-1-1 requirements.
• Minimum of 24 hours of documented formal Safety and Occupational Health-related training as required by the current edition of EM 385-1-1.
• Ability to satisfy USACE requirements for designation as the project's SSHO.
• Working knowledge of EM 385-1-1, OSHA 29 CFR 1910 and/or 29 CFR 1926, and applicable federal safety regulations.
• Demonstrated experience implementing Accident Prevention Plans and Activity Hazard Analyses.
• Demonstrated ability to effectively communicate safety requirements to employees, subcontractors, supervisors, and client representatives.
• Ability and willingness to exercise stop-work authority when conditions warrant.
• Valid driver's license and ability to travel to and work at project sites as required.
• Ability to obtain required access credentials for military installations and other federal facilities.

Knowledge, Skills, Abilities, and Other Characteristics:

• Experience with USACE Three-Phase Control processes and integration of safety requirements with project quality control activities.
• First Aid/CPR/AED certification.
• Competent Person training applicable to project activities, such as excavation and trenching, fall protection, confined spaces, scaffolding, or other high-hazard work.
• Experience with environmental remediation, hazardous waste operations, drilling, excavation, demolition, heavy equipment operations, or similar field activities.

Preferred:

• Previous experience working at Military Ocean Terminal Sunny Point (MOTSU).
• Previous experience working on rail projects.

Supervisory Responsibilities:

• This position will not have supervisory responsibilities.

DOT Covered/Safety-Sensitive Role Requirements:

• This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

This position is primarily field-based and may require work at active construction, environmental remediation, military, industrial, or other federal project sites. The SSHO may be exposed to moving equipment, construction hazards, varying weather conditions, noise, dust, and other hazards normally associated with field operations.

• Ability to work outdoors and at active construction or environmental project sites for extended periods.
• Ability to walk over uneven terrain, construction areas, gravel, soil, mud, and other field conditions.
• Ability to work in varying environmental conditions including heat, cold, rain, wind, dust, noise, and humidity.

Physical Setting: Project site is located in a rail yard located at Military Ocean Terminal Sunny Point near Southport, NC. Work sites will be outside and exposed to the elements. A job site trailer will be available.

Schedule and Flexibility: The MOTSU project will typically operate on a 5-day schedule with 10 hours average per day.

Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
