ARServices is seeking an experienced Budget Analyst - Audit Team Lead to support the Defense Threat Reduction Agency (DTRA) Research & Development (RD) Directorate. This senior role is ideal for a strong financial management and audit readiness professional who will provide expert audit support and lead the multi-office A&AS audit team effort. You will work directly with A&AS and government project managers (PMs) and budget specialists across RD, delivering high-level audit readiness advice, resolving complex financial issues, and supporting PPBE processes so government PMs can focus on leading critical RDT&E efforts.
Position Description: The Budget Analyst - Audit Team Lead will serve as the senior A&AS audit analyst, leading audit readiness efforts across the Directorate's portfolio while functioning as the primary audit and financial management support specialist for one office. This role combines hands-on resolution of Unliquidated Obligations (ULOs) and Receipt, Acceptance, and Inspection (RAI) issues with team leadership, process improvement, PPBE/POM/BES support, and preparation of senior leader financial briefings and correspondence.
Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Track, analyze, and resolve Unliquidated Obligations (ULOs) and Receipt, Acceptance, and Inspection (RAI) issues for one office portfolio, ensuring all documentation complies with DoD and DTRA standards.
- Utilize financial information systems to research and resolve ULOs and provide actionable insights into current and prior year obligations and expenditures.
- Lead the overall multi-office A&AS audit support team effort, including scheduling and facilitating weekly audit task team meetings and coordinating work efforts.
- Assist or lead audit activities with an emphasis on teamwork, process improvement, and knowledge management.
- Support the development of audit resolution processes and effective knowledge management practices.
- Assist in the design and preparation of PPBE, POM, and BES documents and workbooks.
- Assist in developing annual budget plans, spend plans, and budget justifications.
- Compile and track department and directorate-level obligations and expenditures data.
- Prepare weekly, monthly, and annual financial management documents and briefings to inform RD leadership of budget status.
- Accurately capture key discussions and senior leader direction during engagements.
- Prepare and staff senior leader correspondence based on verbal guidance and meeting outcomes.
- Support development, version control, and quality control of briefings and engagements with the RD Front Office and other organizations.
- Prepare leadership for weekly and periodic RD meetings.
- Fully and effectively collaborate with cross-functional front office and RD teams.
- All other duties as assigned.
Required Qualifications:
- Bachelor's degree in finance, management, or a business-related discipline.
- Current DoD Secret clearance.
- At least five (5) years of financial analysis/management experience.
- At least three (3) years of experience resolving Unliquidated Obligations (ULOs) and supporting Receipt, Acceptance, and Inspection (RAI) processes.
- 7-10 years of resource management experience working with multiple DoD appropriations.
- Experience with DoD financial audits and audit readiness.
- Strong experience in DoD financial management, PPBE processes, and budget planning at the service or department headquarters level.
- Strong written and oral communication skills with experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications.
- Familiarity with the Defense Agencies Initiative (DAI) Accounting system.
- Proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel) and collaborative tools (MS Teams, WebEx, etc.).
- Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in financial management or equivalent.
- Familiarity with developing and reviewing support agreements.
- Experience with the Procurement Integrated Enterprise Environment (PIEE) and DAI tools.
- Prior experience working at DTRA or within other DoD organizations.
