Title: Quality Assurance Manager State Role Title: Prog Admin Specialist II Hiring Range: Up to $105,000 Pay Band: 5 Agency: Dept of Ed Central Operations Location: JAMES MONROE BUILDING Agency Website: doe.virginia.gov Recruitment Type: General Public - G Job Duties Lead Virginia's child care program integrity and accountability process, including maintaining a control inventory with ownership, testing schedules and remediation protocols, conducting periodic testing of control activities, reporting results to stakeholders, and monitoring corrective action plans from internal reviews, state audits, or federal program assessments. Initiate conversations with federal partners when assistance is needed; prepare information for the Administration for Children and Families as required and submit with Division Director/Deputy Director approval. Complete federal, state, department, and division reporting accurately and on time. Use defined metrics and trend data to demonstrate achievement of quality assurance objectives and outcomes. Ensure reports and communications are concise, clear, and professional, properly applying state code, state and federal regulations, and guidelines; provide backup documentation as needed. Identify, develop, and/or test innovative enhancements, pilots, and improvements to child care practices and tools. Foster a quality assurance culture across program teams through staff training initiatives that establish monitoring expectations, control compliance, and data accuracy. Maintain a working knowledge of fraud, waste, and abuse risk factors within the child care subsidy context. Minimum Qualifications Excellent analytical, audit, error detection and/or quality assurance skills to develop accurate and sound conclusions. Ability to interpret and apply complex state and federal regulations and procedures. Ability to independently manage a deadline-oriented workload with overlapping assignments and high accuracy. Excellent interpersonal, supervisory and process/people management skills to manage staff and projects/processes in human services field/program. Ability to communicate verbally and in writing in a clear, accurate and professional manner. Ability to respond to the needs of internal and external customers with appropriate products and information in a timely manner. Skill in the use of personal computers and software packages for word processing, spreadsheets, databases, graphs and tables for data analysis and presentation. Experience with and working knowledge of the Child Care Subsidy Program and its Guidelines. Working knowledge of local department of social services' operations. Ability to design, plan, implement, and amend a state improper payment review methodology and reporting process to meet federal requirements. Additional Considerations Ability to analyze/research information, develop sound conclusions, utilize spreadsheets and automated reports/systems. Comprehensive knowledge of child care subsidy policy and practice, federal payment accuracy requirements and audit and review practices. Ability to recognize and resolve problems; analyze and document information and develop required reports. Skill in responding to internal and external customers. Ability to collaborate with staff and managers within division, regions, and local departments. Ability to communicate orally and in writing. Bring process deficiencies and needs for enhancements to supervisor. Ability to carry out position responsibilities and advance the department's payment accuracy functions. Successful candidates must pass a criminal background check. Successful candidates will be required to complete a Statement of Economic Interests (SOEI) annually.
