Manager on Duty

SALARY RANGE: $6,523.00-$9,786.00 MONTHLY Although the entire salary range is posted, this position begins at $8,114.48 per month. Under the direction of the Emergency Management Coordinator, the Manager of Community Recovery and Resilience leads Pueblo County’s long-term disaster recovery and resilience program, initially focusing on recovery efforts following the Aspen Acres Fire and supporting the County’s response to future disasters. The position coordinates recovery planning, community recovery, infrastructure restoration, financial recovery, hazard mitigation, resilience initiatives, and intergovernmental partnerships, while serving as a primary operational liaison among County departments, municipalities, state and federal agencies, nonprofit organizations, contractors, utilities, special districts, businesses, and affected residents. The position also supports the EM Coordinator with disaster assistance programs, grants, reimbursements, project tracking, procurement, contracting, financial documentation, and regulatory compliance. It also serves in the Pueblo County Emergency Operations Center, may be assigned to a Recovery Branch or other leadership role, and is subject to after-hours activation. Long-Term Recovery Leadership Leads and coordinates Pueblo County’s long-term disaster recovery program under the direction of the Emergency Management Coordinator. Develops, maintains, and implements the County Recovery Plan or Framework, detailing recovery priorities, objectives, responsible organizations, funding strategies, timelines, progress measures, and expected outcomes. Coordinates the transition from emergency response through short-, intermediate-, and long-term recovery. Leads the County’s Long-Term Recovery Group, task forces, working groups, and stakeholder committees. Monitors recovery progress; identifies barriers, service gaps, conflicts, and emerging needs; and recommends practical solutions. Provides recovery reports, briefings, recommendations, and updates to County leadership, elected officials, and partner agencies. Community Recovery and Public Assistance Coordination Acts as the main coordination point for residents, businesses, property owners, nonprofit organizations, volunteer groups, and community partners in long-term recovery. Supports affected residents and businesses in identifying and accessing available recovery resources and appropriate service providers. Facilitates coordination with organizations responsible for case management, housing, rebuilding, debris removal, property cleanup, land restoration, donations, volunteer management, and unmet needs support. Identifies service gaps and promotes coordination among government, nonprofit, faith-based, and private sector organizations. Organizes and supports public meetings, community forums, workshops, recovery briefings, and other community engagement activities. Collaborates with public information personnel to ensure the dissemination of timely, accurate, and consistent recovery information. Produces public-facing resource guides, educational materials, websites, contact lists, and referral tools. Uses trauma-informed, accessible, and inclusive communication practices when working with disaster-affected individuals and communities. Intergovernmental and Partner Coordination Responsibilities Coordinates recovery efforts across Pueblo County departments, municipalities, special districts, utilities, nonprofits, businesses, and community partners. Serves as a principal recovery liaison with the Colorado Department of Local Affairs, Colorado Division of Homeland Security and Emergency Management, Colorado Resiliency Office, and other state agencies. Coordinates with federal partners, including the Federal Emergency Management Agency (FEMA), Department of Housing and Urban Development (HUD), United States Department of Agriculture (USDA), Small Business Administration (SBA), Natural Resources Conservation Service (NRCS), United States Forest Service (USFS), and other recovery agencies. Establishes and sustains relationships to improve recovery coordination before, during, and after disasters. Represents Pueblo County at recovery meetings, intergovernmental forums, workshops, and regional or state initiatives. Collaborates with infrastructure providers, economic development organizations, chambers of commerce, and business groups to address restoration and economic recovery priorities. Recovery Funding and Financial Support Responsibilities Collaborates with the Emergency Management Coordinator to develop, administer, track, and close out disaster recovery funding programs. Provides support for FEMA Public Assistance, Fire Management Assistance Grants, Individual Assistance, Hazard Mitigation Assistance, CDBG-DR, NRCS Emergency Watershed Protection, state programs, and other recovery funding opportunities. Contributes to the development of funding strategies that leverage federal, state, local, nonprofit, and private resources. Coordinates with County Finance, Purchasing, Legal, Administration, and relevant departments to facilitate reimbursement, procurement, contracting, documentation, reporting, compliance, and audit readiness. Monitors recovery-related expenditures, contracts, project costs, reimbursement requests, deadlines, and reporting requirements. Reviews project documentation to ensure completeness, consistency, eligibility, and compliance with applicable program requirements. Supports Requests for Information, appeals, scope changes, grant amendments, monitoring visits, audits, and financial closeout processes. Recommends improvements to recovery financial processes, documentation systems, and internal controls. Infrastructure, Mitigation, and Resilience Operations Facilitates collaboration with County departments and partner agencies to conduct damage assessments, implement repairs, oversee rebuilding, restore infrastructure, and execute mitigation projects. Supports the recovery of roads, bridges, drainage systems, public facilities, utilities, communications infrastructure, watersheds, debris removal, hazardous tree management, and other damaged assets. Integrates hazard mitigation, flood risk reduction, watershed protection, wildfire mitigation, climate adaptation, and infrastructure resilience into recovery planning. Coordinates efforts on post-fire flooding, debris flows, erosion, watershed impacts, water quality, land stabilization, and hazard reduction. Assists in the development and prioritization of projects aimed at reducing future disaster risk. Coordinates among property owners, agencies, and contractors regarding access, right-of-entry, permitting, environmental compliance, and project delivery. Monitors recovery/resilience projects, expenditures, contract schedules, and performance throughout the project lifecycle to ensure compliance and successful project completion. Emergency Operations and Preparedness Responsibilities Serves in the Pueblo County Emergency Operations Center during exercises, emergencies, and disaster events. May be assigned to the Recovery Branch, Planning Section, Liaison function, or other designated Emergency Operations Center roles. Supports development and maintenance of recovery plans, Emergency Operations Plan annexes, Continuity of Operations Plans, hazard mitigation plans, and related guidance documents. Assists with recovery training, exercises, workshops, and preparedness activities. Develops and maintains recovery position guides, checklists, procedures, templates, contact lists, and resource directories. Participates in after-action reviews and improvement planning. Supports recovery demobilization, program closeout, and preparation of final recovery reports. Participates in after-hours emergency response and activation as required. Program Administration and Reporting Duties Maintains comprehensive records, databases, project and grant files, meeting documentation, correspondence, reports, maps, and supporting materials related to recovery efforts. Prepares executive briefings, public presentations, situation reports, progress reports, and policy recommendations. Monitors recovery goals, performance metrics, milestones, deliverables, and unresolved issues. Prepares reports for County leadership, state agencies, funding partners, and other stakeholders. Maintains confidential, sensitive, financial, and personally identifiable information in accordance with legal and County Policies. Performs additional duties as necessary to support job performance. Qualifications Candidates must be at least 21 years of age. Education (required) A bachelor’s degree in emergency management, public administration, business administration, finance, planning, community development, constructionmanagement,engineering,environmentalscience,ora closely related field. Education (preferred) A master’s degree in emergency management, public administration, business administration, finance, planning, community development, construction management, engineering, environmental science, or other closely related disciplines. Experience (required) A minimum of five (5) years or more of progressively responsible professional experience in disaster recovery, emergency management, public administration, grant management,projectmanagement,communityrecovery,publicfinance, infrastructure recovery, hazard mitigation, or a closely related field. A minimum of two (2) years or more experience in disasterrecoveryprograms,declareddisasters,federal disasterassistance,post-fire/post-floodrecovery,orlong-term community recovery. Demonstrated responsibility of one (1) year or more in at least three (3) or more of the following areas is required: FEMA public assistance or other federal disaster assistance Grant administration and compliance Community recovery or survivor assistance coordination Infrastructure or capital project management Hazard mitigation or resilience planning Procurement, contracting, or financial tracking Intergovernmental coordination Public engagement or community development Candidates may substitute a master’s degree in a relevant field for up to one (1) year of the required experience. The substitution of any combination of relevant and related education, training, and/or experience that provides the required knowledge, skills, and ability may be considered. Experience (preferred) A minimum of one (1) year or moremanaging recovery following a major wildfire, flood, or other state- or federally declared disaster. A minimum of one (1) year or moreutilizing programs such as FEMA public assistance, fire management assistance grants, individual assistance, hazard mitigation assistance, CDBG-DR, NRCS emergency watershed protection, or comparable recovery initiatives. A minimum of one (1) year or moreworking with public infrastructure, grants, procurement, contracting, environmental compliance, construction management, or public finance. A minimum of one (1) year or moreworking with long-term recovery groups, VOAD organizations, nonprofit organizations, and community-based recovery programs. A minimum of one (1) year or moreproviding presentations and briefings to elected officials, executive leadership, and the public. A minimum of one (1) year or morein local government. Licenses and Certifications REQUIRED (by date of hire) Valid Colorado Driver’s License REQUIRED (within six (6) months of hire) ICS-100: Introduction to the Incident Command System ICS-200: Basic Incident Command System for Initial Response IS-700: Introduction to the National Incident Management System IS-800: National Response Framework certification ICS-300: Intermediate Incident Command System (ICS) for Expanding Incidents ICS-400: Advanced Incident Command System (ICS) - Complex Incidents Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) PREFERRED (within one (1) year of hire) Federal Emergency Management Agency (FEMA) Public Assistance, Grants Portal, or equivalent disaster grant administration training National Disaster Recovery Framework (NDRF) and Recovery Support Functions (RSF) Project Management Professional (PMP) Certification or equivalent Certified Emergency Manager (CEM)or Colorado Emergency Management Association (CEMA) Additional Information The selection process includes, but is not limited to, an interview. Prior to employment, candidates will complete a background investigation, polygraph examination, and physical examination to include a drug screen. The expected duration of the selection process will normally not exceed two months. Candidates not selected may reapply in the future. This position is grant-funded for three (3) years.
